Attempt to murder a Dalit youth when he asked for his wage, Salempur Banger

  • Summary:: Rishipal (26) s/o Late Sh. Jee Ram is resident of Salempur Banger village under Jagdhari police jurisdiction in Yamunanagar Dist. He is a daily wage labourer. Village Salempur Banger is situated 12 Km. away from Yamunanagar. 300 families of seven sub-castes are living in village Salempur Banger. Jat Community has been playing influential role in the Village since the past. Rishipal (26) s/o Late Sh. Jee Ram was working as labour in Mohinder (50) s/o Sh. Ramji Lal belonging to Jat community since two years. A contract was signed between Rishipal and Mohinder that Rs. 20,000 annually would be paid to Rishipal for the work. Mohinder Jat gave Rs. 20,000 in the 1st year for 2005 but when Rishi Pal asked for Rs. Rs. 20,000 for the year 2006 in Oct. 2006, Mohinder Pal refused to pay the amount. Again on Dec. 5, 2006 at 7.00 p.m. when Rishi Pal requested Mohinder for the amount, Mohiner & Salinder & RajPal (Jat) took him to Karyana, a wine shop, made him drink wine forcibly then when Rishi Pal became intoxicated, they threw him nearby wine shop and went away. On receiving the news, his relatives went to the spot, rescued and admitted him in Hospital for his treatment. When the victim lodged complaint in Jagdhari police station, the police did not entertain his complaint. A constable went to the Hospital with a blank sheet of paper and took his signature forcibly. Doctor also discharged him forcibly under pressure by Jat Community and Police.

    Case in Brief:

     

    Mutyala Anitha age 34 yrs, SC Mala by Caste, W/o Simhachalam, have been staying along with her Husband at D.No.12-11-95, PlotNo.S2, Akula Apartments, Aryapuram, Rajahmundry, East Godavari.

     

    One day Mr.Veera Venkata Sathya Surya Bhaskar came to her house and enquired about her husband. When she said that he has gone to Vijayawada and will be returning tomorrow, he caught her hand and pulled her sari. When she denied he used filthy language saying “you Mala Munda and your idiot husband both are shameless fellows”. He manhandled her to outrage her modesty. The accused took photos of the victim in his mobile phone.

     

    When she screamed out, their neighbor Mr.Rayudu and Watch man Mr.Raju and his family members came and witnessed the scene. Then he went away by scolding her in filthy language. Due to the insult and humiliation and out of stigma she was unable to come out of her house and mingle with others.

     

    On 05-12-06 when her husband came back from Vijayawada, she gave a complaint to the III Town Police Station placing copies to Deputy Superintendent of Police, Rajahmundry and Superintendent of Police, Kakinada. They said that the accused is working as a typist in Principle Junior Civil Judge Court; he was already arrested in a similar case filed by his women colleague. Immediately after his release they are going to arrest him. 

     

    When they learnt that he was on bail, they went to the III Town Police Station and enquired about him. SI took them to CI and he asked the SI to enquire the case and register the FIR. 

     

    In spite of regular reminders the victim the police did not take any action. But the Accused have been threatening the Victim and her husband over phone and by sending men to them to withdraw the case. He is also saying that he know many officials hence, he can manage not to register the case.

     

    Again on 28-12-06 Ms. Anitha gave another complaint to the Deputy Superintendent of Police, Rajahmundry. Along with the copy of previous complaint dated 05-12-06 and taken its acknowledgements. Now the case is pending in the court.

Dalits brutally attacked for objecting to caste abuse in Godichaju village

  • Summary:: Gadichhaju Village comes under Samalkha Tehasil of Panipath District in Haryana State. This village is situated 3 km away from Tehasil Samalkha and 21 km from its District headquarters Panipath. The Dominant Caste (Jat) has predominantly occupied the village. The total households of the village is approximately 653, Valmiki constitute 8, Chamar 45, BC 100 Dominant Cast (Jat) 500 households. Untouchability and atrocities are very frequent in the village. On 03.12.06 Parveen S/o Sh. Jagmender (SC-Valmiki) along with his friends Sonu S/o Wajir Singh and Sandeep S/o Rajbir were going for toilet outside of village. On the way, near the brick kiln Vikki S/o Narvar, Manjeet S/o Partap, Manjeet S/o Lehriya, Sandeep S/o Lehriya. Sandeep (All belong to Jat Community) met them and asked Parveen that “When you will prepare pork”. Parveen replied “not now”. After that, the Jats teased and commented on them by caste name, and later they beat Parveen with stick and brick, and consequently his leg was swollen up. However, Parveen and his friends managed to escape from them and run to their home. But, again the Jats went to Parveen’s house and started beating Parveen and his sister Mohini and abused by Caste their name. The Jatas physically and mentally tortured Parveen and his sister in a very inhuman way. Meantime Parveen’s father was not at home, he returned home back after the incident had happened. He informed immediately to Mr. Sukhbir Singh A.S.I, Samlka P.S regarding the incident at about 10.00 p.m. A.S.I reached the spot after half an hour of the information given. Initially Parveen and Mohini were taken to Civil Hospital Samalkha however, the Doctor referred them to Panipath Government Hospital, as he was not able to handle the case. The accused threatened the victim’s family with dire consequences to withdraw the FIR. However, the victim’s did not do so. On 04.12.06 the police arrested the accused u/s 148, 149, 323, 452,506 IPC. Now they are on bail and the case is under Judicial Court.

Dominant Caste Encroached Upon Dalits’ Land

  • Summary:: Shital Prasad Rawat (80) S/o Patandin from Dalsinghpur village, Jawaharlal (40) S/o Shitala Prasad from Chandauli village, Bharau Prasad Rawat (21) D/o Shahablal from Dalsinghpur village & Radha Devi (34) W/o Jawaharlal from Chandauli village, under Suryapur Block, P.S/Tahasil-Ramsanehighat in Barabanki District of U.P. belong to Schedule Caste community (Pasi). Plot No-131 having 5.95 square meter of land is the ancestral land of Shital Prasad Rawat. But he asserted legal rights over land in the year 1995, when U.P Government did the land settlement. However they had been under threat of Ekwal Jadav (48) S/o Bablu Yadav, Varsati (35) S/o Bablu Yadav, Sanjay (23) S/o Ekwal, Sarves (20) S/o Varsati belong to Dominant Caste. Subsequently, on 25th Nov’06 Patandin S/o Shital Prasad met to S.D.M of Barbanki District with a complaint letter and land entitlement documents. He said that he would order to the Police Chauki Incharge of Ramsanehighat for inspection of the matter. Neither the police investigate the matter or initiate action against this, rather police supported to the non-Dalits. Accordingly on 27th Nov’06 Ekwal Jadav (48) S/o Bablu Yadav, Varsati (35) S/o Bablu Yadav, Sanjay (23) S/o Ekwal, Sarves (20) S/o Varsati came with well armed and encroached Shital Prasad Rawat’s ancestral land, and forcefully sowed wheat seeds in that flied, that the victims had prepared for. The perpetrators abused them and threatened them to kill if they enter in the field. The District administration has not yet initiated any action against them though they encroached upon land of Dalit. The victim family is fed-up off approaching to the District administrators in receipt of justice. To date, FIR has not been registered against the culprits.

Police Brutally Beat and Burnt 50 Huts of Dalit Families Who Settled on Government Land

    The affected Slum is situated at the Old Jail Campus, North of the Patna Rly. Station comes under Kotwali, Patna which just one and a half kilometers from the DM Office. There were 300 thatched houses with nearly 50 dalit houses in the slum belonging to Chamar, Dom, Musahar, Pasi and Dusadh communities which were burnt into ashes.

     

    The indwellers in the slum had built their thatched houses in un registered land which belonged to the Patna Regional Authority because of which in following the order issued by the Patna High Court after the short notice under the clearance of encroached land, the state administration was demolishing the houses using the bulldozer on 21.11.2006.

     

    In the process of demolition of the houses, some miscreants (Unknown) set the houses on fire in which 300 houses were burnt into ashes for which State Administration including the present Chief Minister (Mr. Nitish Kumar) take no responsibilities to the rehabilitate the affected victims. The Chief Minister just appeased and sidelined the issue with a false promise. No administration takes the interest on rehabilitation of the 300 homeless families. Not even the FIR is registered so far even using the prima-facie. The SSP, DM and the Chief Minister of Bihar were interviewed in this regard who clearly stated that they do not know who set their houses on fire instead of investigating into the case seriously.

     

     The victims are still to be rehabilitated. They are not given any relief so far. The Dalit victims who lost all their belongings are still to be compensated. No FIR is registered so far. The District and State Administration is still side lining the affected families.
