Case in Brief:

Vagicherla Pallavi, w/o Srinivasulu, r/o Nagaram Village, Keesara Mandal, was working in a private firm. She fell in love when she was undergoing training in a computer institute with Vagicherla Srinivasa Rao. They got married (inter caste) on 5^th June 2002 at Keesaragutta in the presence of their friends and elders. Few days after the marriage they lived at S.R.Nagar. In the meantime Srinivasulu went to Bangalore to attend job purpose and kept her at Working Women’s Hostel and used to send money for house maintenance, etc. After some time he was transferred to Hyderabad and they both lived conjugal life at Nagaram village. Frequently Srinivasulu used to go to his parents and come back. The parents of both don’t know about their marriage. When Srinivasulu’s parents came to know about their marriage, they refused to give the property to Srinivasulu. Further they forced him to marry his maternal uncle’s daughter and they gave him more dowries also. Pallavi was abortioned secretly twice in a private hospital. Mother of Srinivasulu, Ms.Indira, brothers Suresh Babu and Janardhan harassed Pallavi physically and demanded Rs 5,00,000/- as dowry and threatened her to do as she likes and got Srinivasulu married again.

In this helpless stage she registered a case with Kesara PS bearing FIR No- 204/06, dated – 31/07/06 U/s 498 A, 494 of IPC. Latter with the interference of the Women organizations FIR was altered bearing FIR No- 247/06, dated 14/09/06 U/s 3-SC/ST(POA), 504 & 506 of IPC. The accused was arrested and remanded. The case is under Investigation.  

Palle Chinnamma (18) D/o Hanmiah, Madiga (SC) caste is the resident of Kummera Village of Tadoor Mandal in Mahabubnagar District. She used to go for the grazing their own goats. About 9 months ago when she was grazing their goats in the filed away from the village, Kankanda Ranjeeth Reddy S/o Narshimha Reddy belongs to Reddy caste of the same village lured her and promised to have their marriage solemnized at Tirupathi Devesthenam. He requested to satisfy his sexual desire, believing that he will marry her they continued their sexual relationship. As a consequence Palle Chinnamma became pregnant. On 15 February 2007 Chennamma asked Ranjeeth Reddy to marry her as soon as, as she is pregnant. After hearing this Ranjeeth reacted and abused her by her caste and he kicked hard on her stomach. She informed all the matter to her parents and what had happened. As she was taken to the Hospital she informed that she was pregnant.

On 16 February 2007 Kum Palle Chennamma lodged a complaint at Tadoor Police Station. Accused was arrested and got bail. Rs 25,000/- was paid as Compensation .Charge sheet was not filed.

Issue: Inadequate facilities and bad conditions at Gurukul School

Observations on all conditions of Gurukul School, Narsingi, Ranga Reddy District:

1.             Condition of the girl students infected with Chikun Gunya:
2.    There is no regular health check up and distribution of medicine.
3.    Sick students are not given bread, fruits, at least good drinking water.
4.     Food is not supplied near the sick room.

1.           Sanitation:
2.    Most of the lavatories and bathrooms are dirty and blocked.
3.    Improper location for burning sanitary napkins.
4.     Water tanks are old, dirty and leaking.
5.    There are mosquito’s everywhere, in the toilets, bathrooms, rooms, dining halls, etc.

1.         Conditions of the rooms:
2.    Most of the windows and windowpanes are broken.
3.    Inadequate lights and no fans.
4.     Switch boards are in bad and dangerous conditions.
5.    Capacity of the room is beyond the occupancy.
6.    Cots and beds are insufficient.
7.     Garbage is thrown and burnt beside the dormitory.

1.         Food:
2.    Improperly boiled and fungus developed rice and vegetable.
3.    Broken chairs and benches in the dining hall.
4.     Insufficient lights and fans in the dining hall.
5.    Insufficient drinking and general water.
6.    Dal that is cooked in the morning is supplied twice.
7.     Fruits and eggs are not distributed properly and also they are spoiled

1.           Infrastructure:
2.    There are no benches for the 6^th and 7^th standard students.  They either sit on the floor or stand in the classes.
3.    There are no writing benches for the 8^th standard students.

1.         School/Institution Surroundings:
2.    Left out food is thrown just beside the dining hall or the dormitory.
3.    Weeds and bushes are grown beside the dining hall and dormitory.
4.     Due to the above conditions, snakes and other reptiles are bothering the students.
5.    These untidy conditions are causing awful smell near the dining hall, making it impossible for the students to eat their food.

It is clear from this observation that the maintenance of the hostel are very poor.  The conditions of the hostel are untidy and unhygienic.

DSS also requested the relevant authorities to consider their observations and take proper action and provide adequate facilities.
