Mass attack and burning of houses of Dalits for contesting Panchayat elections- Bhiduki Village

  • Posted by: NDMJ-Haryana
  • Date of incident: 06-06-2010
  • Create date: 28-11-2013
  • State:: Haryana
  • District:: PALWAL
  • Police station:: Hasanpur
  • Chargesheet:: not filed
  • Summary:: Bhiduki Village falling under the Police Station Hasanpur of District Palwal, Haryana witnessed Mass attack on Dalits during the Panchayat election 2010. The village has a household of approximately 1800 Jats dominant caste people, 1200 Dalits, 700 Brahmin and hand full of OBC community. The village consists of approximately 6200 voters. Caste violence against Dalits is very rampant in this village. Jats are the major land holders in this village and Dalits depends on Jats for their livelihood. Jats are not only economically sound but also politically powerful. Usually during election Jats pressurize Dalits to cast vote as per their choice. During the Panchayat election 2010, in Bhiduki Panchayat, coming under General category, 19 candidates belonging to Jat community, 3 candidates belonging to Dalit community and one candidate each from OBC and Brahmin filed nomination to contest in the Sarpanch election. Since 19 Jat candidates are contesting for the Sarpanch post there was a high chance for the jat votes to get divided. On the other side one of the Dalit candidates, Rajender Singh had strong support from most of the Dalit voters. So there was more chance for Rajender Singh to become the Sarpanch in this election. This created the tension among the Jats, who could not imagine a Dalit as a Sarpanch of their village. Sher Singh, a Jat contestant, as well as the head of the Jat community in Bhiduki village do not like the assertion of political rights of Dalits. He pressurized Rajender to withdraw his nomination and also pressurized the Dalit voters to cast their votes in his favour. But Dalits wanted to exercise their voting rights freely and not ready to follow the command of Sher Singh. Even during 2009 assembly election, Sher singh pressurized the Dalits to vote as per his choice and also threatened them with dire consequences if they don’t follow his words, which the Dalits ignored. So the Dalits sensed that, Sher Singh would be looking for a chance to take revenge. Therefore they informed the administration to provide proper police security for them during the day of Panchayat election. But the administration turned a deaf ear to the request of Dalits. On 6.6.10, at 4.30 p.m, on the day of election, the irate Sher sing and his supporters of around 2000 jats armed with stone, lathi, iron rod, pistol, etc attacked around 35 Dalits who were standing in the queue to cast vote in the Dalit Basti, polling booth no. 40. Around 18 Dalits were injured in this attack. The dominant caste people destroyed the Electronic Voting Machine (for electing Sarpanch) and also thrown the ballot box (for electing ward members) in the nearby drainage. Apart from this the dominant caste people also set ablaze the “fodder shed” in which all the Dalits have kept their wooden logs, buffaloes, fodder, cow dung cakes, etc. Approximately Rs.8 Lakhs cost of properties of Dalit communities were damaged. The dominants also attacked 2 police constables who were present near the polling booth on duty. Later the reserved police and fire brigades reached the Bhiduki village. But dominants did not allow the fire brigade to reach the incident place to put off the fire. Later DC Amit Kumar, SP Sanjay Kumar, SDM Virendra Sangwan reached the village and called Rajender Singh (the most popular Dalit candidate) to the outskirts of the Dalit hamlet and enquired about the incident and left the place. Around 30 Dalit victims received Rs. 1000 to Rs. 6000 as immediate relief. And the injured victims were admitted in the nearby Government hospital. Rajendra singh was also given security by one unarmed constable. District administration canceled the polling due to the violence and declared re-polling on 10.6.10, where only 2 jat candidates filed nomination and therefore dominant caste person won the Sarpanch election. 9th June Patwari ran over the JCB machine over the incident place to destroy all the evidence of the arson. FIR not filed under the proper section of SC/ST (PoA) RULES 1995. Around 30 Dalit victims received Rs. 1000 to Rs. 6000 as immediate relief. Compensation has not paid under SC/ST (PoA) RULES 1995. Charge sheet yet not submitted in the Court. Only one accused arrested and in jail.
