Untouchability Practise and Denial to Saloon

    C. Sekar (28), resident of Nagalingapuram, Avinashipalayam, Palladam Taluk, Tiruppur District, belongs to Dalit community. He is a BA graduate and pursuing B.L and D.Ted. He was subject to caste discrimination by his school teachers and caste hindu students during his school days. On 25/12/2009, around 10.30 am, he went to Ragham Saloon, located in Koduvaai to have his hair cut. But the owner of the shop Mr. Kannachi, refused to do hair cut for Sekar considering his caste. When Sekar asked for the reason, Kannachi told that he only do service to the caste hindus. Being humiliated by this denial, Sekar filed a complaint with the Avinashipalayam Police station with the help of Communist party cadres. But the Sub Inspector of the Station gave an acknowledge receipt of the complaint and have not filed an FIR against Kannachi for the untouchability practice. On knowing that Sekar filed a complaint implicating Kannachi, Kannachi, 8 other Saloon owners belonging to Navithar community and 300 shop owners belonging to dominant caste hindu Kounder community closed their shops and staged a road blockade. With the help of the Pongalur MLA A. S. Mani, Navithars and other caste hindus file a false counter complaint against Sekar, and Communist party cadres for criminal intimidation at the Avinashipalayam. Police Inspector Mr.Sivakumar and other police officials were negligent to take action against the perpetrators and biased in favour  of caste hindus who practicing Untouchability.

Dalit Bonded Labour of Balur

  • Summary:: Parveen W/o Raju is resident of village- Lailewala, tehsil & District- Ferozpur. He belongs to ‘Majhabi Sikh’ caste which is declares scheduled caste by the Govt of Punjab. All the labourers worked for M/S Bajaj Gram Udyog Samiti (Regd.) village- Balur, tehsil & District- Ferozpur. The Brick Kiln Owner gave advance money Rs. 5000/- to Raju & Ashok Kumar receive advance money Rs. 500/- .The Bonded labourer used advance money from domestic needs. Bonded Labourers started work from year September 2009. Parveen and her family members mould 1700 bricks in a day. Ashok Kumar was as watchman at the brick kiln and also cleans the office of the Brick kiln owner. The brick kiln owner pay them only Rs. 1200/- or 1300/- in a week. Ashok Kumar receive only Rs. 500/- or Rs.700/- in a week. One day Ashok Kumar was suffering from stomach pain. The bonded labourer demand the earn wages. The owner of the brick kiln does not pay them their wages. The owner of the brick kiln demands the bonded debt from the bonded labourers. A complaint was sent to Deputy Commissioner, Firzopur on 23/12/09 Ref.No. DDVA/5569/09. Now he is physically free and free from bonded debt.

Negligence in Medical Treatment – Loss of Eye.

    S. Malathi (16), resident of Kaliyankulam, Aalangkulam Taluk. Thirunelveli district, belongs to Dalit Pallan community. Her father is a daily wage labour. She is studying 11th Standard in St. Paul Higher Secondary School located in Singhampaarai. During quarterly exam she fell ill due to fever. Her parents gave tablets for that and after the exam, they took her to the Mukkudal primary Health Centre. Even after this, as her fever have not reduced, they took her to the Mukkudal Beedi Labourers Hospital. There her parents were advised to take her to the Thirunelveli Government Hospital, fearing she is having Brain Fever. Malathi was admitted in the Medical college hospital, Thirunelveli in the ICU. After a treatment for a week in the ICU, she was shifted to the 127th ward for further treatment for a month. Then she was transferred to the Neurology department. She was given treatment for nearly 15 days. The doctors have not provided the right medicine considering the cost of the medicines and they compelled Malathi’s father to get those costly medicines on his own. They delayed the treatment considering the cost of the medicines required to cure Malathi’s illness. During the course of the treatment, she started complaining dizziness and poor eye sight. As the days goes by, her health deteriorated and her eye sight becoming dull. On 23/12/2009, around 1 pm she lost her eye sight completely. Malathi’s father Sivanathan, wrote a petition to the District Collector to recommend to provide treatment under the government scheme in private hospital. Doctors in the Hospital were accused of taking fluids from her back bone twice in a day consequently for the 15 days, this leads to her poor health condition and loss of eye sight.

Dispossess a Dalit bonded labour from his house to extract the bonded debt

  • Summary:: Bagga Singh S/o Gurdit Singh resident of village- Buh Gujra, tehsil-zira, Distt- ferozpur. He belongs to ‘Rai Sikh’ caste which is declares scheduled caste by the Govt. of Punjab. Bagga Singh worked for Jarnail Singh S/o Mukhtiar Singh resident of village- Buh Gujra, tehsi-Zira, Distt- Ferozpur. Bagga Singh was working from last 17 years for the employer. The employer give him advance of Rs. 500/- to bonded labourer which he has used to fulfill the domestic needs. The employer fixed his first year’s salary Rs. 15000 for first year after that at the end of the year the employer made an debt on him and do not give him his wages and he had to work to repay the bonded debt. The employer does not tell him about the salaries for his work. The bonded labourer worked day and night for the employer. The employer never paid the wages of the bonded labourer when he demands his wages he paid him only Rs. 100 or 200 after one month. The employer do not allow the bonded labourer to leave his work without paying the bonded debt of Rs. 25000/- .The bonded labourer was not continue his work with the employer The employer has demolished the house of the bonded labourer and sold it to another person whose name is Mangal Singh S/o Shankar Singh R/o V-Bhu Gujran. The employer beat the bonded two times during the work period. The bonded labourer does not want to continue his services. The employer demands Rs.25,000/-(Twenty five Thousand) bonded debt from the bonded labourer. The Complaint was filed before Deputy Commissioner, Ferozpur Ref.No-DDVA/5565/09 date: 23/12/09.He is free from bonded labour but there is not any stern action against the employer.

Dalit Bonded Labour of Sunam

  • Summary:: Bhugar Singh S/o Jeet Singh, resident of Village - Jhadhu Tehsil- Sunam District- Sangrur. He belongs to ‘Ramdasia’ caste which is declares scheduled caste by the Govt of Punjab. He was working with Leela Singh S/o Baljit Singh (Jatt Sikh) opposite Baghwali Gali, Bathinda Road, Sunam District- Sangrur. Advance:-Rs.20000/-The bonded labourer used the advance money to repay the bonded debt of his previous employer Mohinder Singh. Bhughar Singh started work from year June 2007 and he worked till 2009. When the bonded labour join the services of Leela Singh fixed his salary Rs.25, 000/- per annum. Bonded Labourer worked for 24 hours and Leela Singh does allow going their home. Balvir singh never paid him full wages he gave him only Rs. 1000/- after a month. One day Leela Singh brings to the bonded labour at Court and takes thump impression on some blank papers. Bonded labourer does not know about that because he is an illiterate person. On 19th December 2009 at 10.00 p. m Leela Singh come bonded labourers home & Knock the door when the bonded labourer open the door. Leela Singh beaten him mercilessly, abused him on caste basis and threaten him to pay him bonded debt. The complaint has been filed to District Magistrate, Sangrur. Bhugar Singh is physically free now.
