Case summary
Dr. Gunabalan is a resident of 9th Yadav Street, Cuddalore District, KattumannarKovil Circle and works as a Block Medical Officer at the Kattumannarkovil Primary Health Center.Dr. Vikraman, who is in charge of his subordination, is working as a Medical Officer at the Vandayar reserve near Kumarachi. He belongs to the Hindu Goundar community.
Dr. Vikram returned to his work on May 25 after a break of working with COVID patients from May 12 to 18. It is learned that the district medical administration has ordered all the medical personnel to work for three more days due to the corona infection. Dr. Vikraman thought that Dr. Gunapalan was the reason for it and he threatened Gunapalan over the phone and he immediately disconnected the call.
Dr. Gunabalan met Dr. Senthilkumar, Deputy Director (Medical and Family Welfare) in Cuddalore on 28.05.2021 the next day and reported the above incidents. He has also said that he would take action on it.
Following this, Kattumannarkovil Assembly Member Chinthanaichelvan visited and inspected the primary health center under the care of Dr. Gunapalan. Then he asked for a list of what equipment was needed for the PH. Gunabalan has gone to the pH of Sivakam, Elleri and Kumarachchi and prepared a list of necessary equipment.
Finally on 04.06.2021 at around 11.30 am when the driver Balamurugan and his assistant Siva went to the PH in Vandayar reserve with Dr. Gunabalan. On seeing Doctor Gunabalanhe immediately picked up the cell phone and called someone.
After a while Gunabalan asked Vikram, that why did he scolded him over the phone?" and immediately Vikramgrabbed his shirt and physically abused him by slapping on his face in public view. Seeing this, pharmacist Chinuvasan nurse Bakiya, scavengerdevaki came rushing to pacify the situation. Then Dr. Vikramtold the Gunabalan’steam that he stumbled and fell on a nearby bench and injured his nose.
In few minutes more than 30 people from VandayarIruppu, Puliyangudi and Ilangamoor villages, including Sivakumar, the chairman of the VandayarIruppu panchayat rushed to the PHC in more than 15 two-wheelers and brutally attacked the riverBalamurugan and assistant Siva.
Doctor Gunabalan immediately informed the police. Four policemen who arrived at the scene have taken Dr. Gunapala and Dr. Vikraman to the Kumaratchi Police Station. Both have been interrogated there and both have received complaints. The case was registered under Section 294 (b), 323, 353, IPC, 77/2021 and counter FIR under Section 341, 294 (b), 323, 332, 353, 506 (1) IPC No. 76/2021 on Dr. Gunabalan, driver Balamurugan and assistant Siva have been booked.
