Mekhala Eshwaramma, W/o M. Yadagiri, resident of Miyapur, R.R Dist. She had a 393 yards site in survey No. 60 at Hyderabad. Later she sold that land to T. Srinivasa Rao, aged 49, S/o Balahembeshwara Rao, OC Brahmin, R/o Nizampet, R.R Dist. and Krishnam Raju, aged 41, S/o M.S Raju, OC Raju by caste. Eshwaramma sold the land for an amount of Rs 7, 86,000/- and received an amount of Rs 1, 70,000/- as an advance. The buyers told her that they will be giving the remaining balance of Rs 6, 16,000/- later. Eshwaramma waited for one year, but in vain. When she pressurized, they gave a cheque of Rs 50,000/- which was bounced. When questioned them, there was no response.  In the meantime, Eshwaramma was in need of money due to her daughter’s marriage and approached Srinivas Rao on 7.2.2009 along with her husband. In fact, they tried several times to contact him over phone but he did not respond to the phone calls and he also moved to other home. Eshwaramma found out the new residence of Srinivas Rao. The moment he saw Eshwaramma and her husband, he shouted at them and abused in the name of caste and used filthy language. She tried to explain her situation but he never heard her. Later she approached both Srinivas Rao and Krishnam Raju several times. In the same way she approached them on 4.3.2009. Srinivas Rao saw them coming and before she spoke a word, they started abusing her husband Yadagiri in the name of caste in vulgar language. He told her that they will not be paying any money and asked her to do whatever she can. In that helpless situation, they approached Kukatpally P.S. gave a complaint to the CI who he forced for compromise. Later Eshwaramma approached DSS. With the intervention of DSS the case was registered.  

Victim Mahendra Shinde is resident of Shindi village belonging to (newly Converted Buddhist fold) from schedule caste background which comes under SC.

            In the year of 1998 victim Mahendra Shinde & Premnath Shinde were brutally attacked by Maratha community in the village on account of writing letter to upper caste girl. Out of that Mahendra Shinde was hanged in well & Premnath Shinde was hanged to Electric  Pole. But in fact that letter was written by upper caste fellow which was opened latter.

            On dated 19^th Jan 2009, after routine college, Panchshila & Diskha in the evening at around 5.45 p.m Panchshila, Diksha and her elder sister Suvarna’s daughter named Priya (age 4) were returning  from  field, accused Jagganath Jadhav, Bharat Jadhav, Kailas Deshmukh and Barik Deshmukh walking back side of both sister Diksha and Panchshila with whistle and ringing songs in the mobile. After some time Jagganath Jadhav pushed  Panchshila. She asked him why he is doing so. But Jagganath slapped  both the sisters. He also abused on caste lines “ Dhedgyano Lay Mazlat kay ani amahala  vicharayachi tumachi maharachi himmat hai ka ?” ( “You untouchables have no right to ask whatever we do) and  four accused started hurling abuses containing caste and mother. This was not worst, they started beating. Four accused used stick, still, hand and legs. They smashed girls on chick , hand, chest, waist and pulled hairs.  Jagganath called his colleagues named as 1.Tukaram Rajaram Jadhav 2. Datta Ashruba Deshmukh 3. Anil Jadhav 4. Devidas Jadhav 5. Shashikant Jadhav 6. Shyam Jadhav 7. Manubai Jadhav 8. Limbabai Deshmukh. They soon started abusing “lay mazalet dhed” ( “These Mahars have crossed the limits”) and warned to kill. They brought them while beating in the village. Diksha could no withstand. She felt down. She can not talk or walk. However Panchshila ran fast and told the incidence to her brother victim Mahendra and other family members.

            On dated 19^th January 2009 cousin brother Mahendra Shinde of victim Diksha & Panchashila Shinde helped them in lodging FIR for this reason on dated 5^th February early in the morning at about 4.00 am the Maratha caste persons (may be some absconded accused) set the House of victim Mahendra Shinde on fire, at that time some police persons were present there for bandobast (security) of victim Diksha & Panchashila. In fire extinguishing his right hand was seriously burnt & injured. At that time the cousine brother -Narsing Shinde of the victim Mahendra informed PI Mundhe of Kaij PS on his Mobile Pone and he immediately rushed to the spot of incident and then he took them to PS & registered the FIR u/s 436of IPC & sec. 3(2)(iv) of POA Act, 1989 with the Kaij PS.

M.Durga D/o Suri Babu aged 16 years and T. Baby D/o T. Satyam aged 15 years were residents of Mandapeta (V) (M), East Godavari District. In the month of September they were appointed for domestic work in the house of Ms. Kavitha, OC Vishya by caste, who is a renounced Film Actress and Secretary of TDP women wing, resident of S.R Nagar, Hyderabad by Srinivas Reddy who is a Broker. Both the girls came to Hyderabad on 30.09.2008 and were received by Kavitha. Durga used to take care of cooking and Baby cleaning the house. Everything went on well for a week.  Later Kavitha started scolding and beating them for minor mistakes. Other than that Kavitha used to beat them up at least 3-4 times in a week. In the month of January she went to an extreme of pouring hot oil on Durga, as she did not answer her question. The hot oil fell on her chest and she had burnt injuries for which she was not treated. One week later she beat Durga on her knuckles and also burnt her with a hot spoon for which she was injured.

 Kavitha’s second daughter Shravanthi also used to abuse them by calling “Madiga Lanjas” and used to beat them up. Once Kavitha was out of station and after she came back she asked the girls who visited the house in her absence and they replied that their second daughter’s boyfriend came into the house. When Kavitha’s daughter came to know that the girls passed on the information to her mother, she beat and pinched Baby with her and she was injured.

The girls were not allowed to speak with their family member’s at least once since the time they joined for work. They were not even paid salary. When Durga pressurized Kavitha for salary, she told her that she sent 2000/- to her family member’s. However Baby was paid nothing as salary. Unable to bear the torture they felt like committing suicide. When Srinivas Reddy who appointed them, came to visit the girls, he was not allowed to meet them saying that they were not there in the house or they went out with Kavitha and many more reasons. On 04.02.2009 when he came to Hyderabad on a work, he planned to meet Durga and Baby because their family members were worried as they did not speak with them since 5 months. He somehow managed to go up crossing the security and met them. As soon as they saw Srinivas Reddy, they burst up and revealed the ill- treatment by Kavitha and her 2^nd daughter.

He managed to bring them out and helped them register a case in S.R Nagar P.S bearing FIR No: 136/2009, U/S 3(1) (x) of SC & ST (POA) Act 1989, 323 of IPC. When DSS presented the girls before the SHRC, The Chairperson asked DSS to take the responsibility of girls as they were denied by the rescue homes of W & C welfare Department and ordered the DSP- Panjagutta for an enquiry and the Collector-Hyderabad to sanction Rs 2000/- each immediately to meet their needs. The girls were also presented before the labor commissioner who ordered for an enquiry. 

Jeganathan S/o Palani, belongs to Dalit Arundhathiar community have been working in a Handloom factory. On 31/02/2009 evening, while Jeganathan was working in a Loom factory belongs to Thangam, Sarath S/o Muthusamy, Panchayat President of  Nambiampalayam, pelted stones at Jeganathan causing injury. Jeganathan warned Sarath not to throw stones. On seeing this Panchayat president Muthusamy shouted at Jegananthan saying, Chakkili motherfucker how dare you warn my son. Have you grown to that extent to warn my son?. Muthusamy started attacking Jeganathan. Thus Jeganathan started attacking Muthusamy in retaliation. In sequence to this episode, on the same day by late evening, around 100 Kongu vellalar Gounders from Nambiampalayam, Sirumuhai, Metupalayam, Puliampatti, Sevurthulukam, and Putthur, went to Nambipalayam Dalit hamlet and orchestrated mob attack. They damaged the properties and houses belongs to Dalit community. Caste Hindu  Gounders  1. Muthukumar 2. Sarath, 3. Palusamy, 4. Ramesh, 5. Rajkumar, 6. Logu, 7. Padmanabhan  led the mob and orchestrated this  attack.

The mob drew Jagnathan out of his house, tied his hands, removed his shirt and started attacking him with big sticks and iron pipes. Then they applied chillipowder and salt on his body and again continued their attack. Jaganathan’s relatives who tried to stop this brutal attack were also got beaten up and derogatory referred  regarding caste name. The mob pushed him down and rode the bike over his sex organ causing immense pain and humiliation. The mob dragged Jaganathan for two kilometers with hands tied, all the way he was brutally beaten.

Panchayat President Muthusamy gave false complaint against Jaganathan in Avinashi Police Station. Thus Jaganatthan was charged according to the false complaint and was jailed. Avinashi Police Inspector pulled Jaganathan hair and he too brutally assaulted Jaganathan.

Mr. Popat Pandurang Waghmare belongs to Matang Community which comes under the SC Category. He is the resident of Khadakighat village. In Khadakighat village since the independence there is no Sarpanch of Dalit community till last one & half year. Before one and half year Mr. Popat Waghmare is elected as  Sarpanch of Khadakighat Grampanchayat as the sit was reserved for SC candidate. It was creating caste superiority complex issue in the minds of some Maratha caste people in the village, therefore they were trying to harass him usually.

            On dated 26^th January 2009, Monday there was Gramsabha (Annual meeting of Panchayat) in Vitthal Rukhmai Mandir of village & for this Gramsabha also the victim Popat Waghmare was elected as President of Meeting. The Meeting is started at about 10.30 am & for the meeting villagers, police patil & police were present. In the Meeting the resolution of Govt. regarding one scheme called “Rajiv Gandhi Gruha Niwas Yojana” was read over & the names for the beneficiary’s names were asked to villagers. Someone recommended the names of Mr. Baban Chandrabhan Khadake & Shripati yadav Wghmare belonging to Dalit Community. Mr. Bandu @ Babasaheb Bhosale belonging to Maratha caste opposed their names for beneficiary & at the same time perpetrator Mr. Babasaheb Taware belonging to Maratha caste uttered that “ Mangala kahi dyache nahi” (don’t give anything to dalits). At that time as a Sarpanch Mr. Popat Waghmare tried to resolve the situation by proposing to grant the house to both the community in same proportion. But on this count perpetrator Mr. Babasaheb Taware & Pradip Babasaheb Bhosale belonging to Maratha caste slaped to Dalit Sarpanch Popat Waghmare & started beating him in the meeting itself uttering “don’t allow Dalits in village further more expel them from village”. At that time the villagers were trying to resolve the quarrel, then perpetrator Manik Bhosale & Babasaheb Bhosale went toward the Dalit Vasti. When the victim Popat Waghmare with other villagers went to the Dalit Vasti they seen the house of 1) Hirabai Pndurang Waghmare, 2) Sahebrao Chanda Gayakwad, 3) Mahadev Waghmare & 4) Shripati Waghmare all belonging to Matang (SC)communitywere burning & at thet time perpetrator Rajendra Waman Bhosale was running from there uttering “Petwa-Petwa” (set the dalit houses on fire). In this fire four houses of belonging to Dalit community were burnt & casued damaged to the property worth approximately 1,00,000/- Rupees.

            The FIR is registered in Neknoor PS under section 3(1)(x) & 3(2)(iv)of PoA Act, 1989 & u/s 143, 147, 323 and 436 of IPC against the five perpetrators.

            Perpetrators also lodge the false complaint against five persons of Dalit community as counter case & tried to compromise the case. The said FIR is also registered in Neknoor PS u/s 143, 147, 323, 504, 506 r/w 34 of IPC
