    Case in Brief                        

    Ajjarapu Nagamani, age 22, Caste SC, married Mr.Mohan, 25 years, R/o Kovvuru, EG was married on 9-12-2000. The victim gave a dowry of 30,000/- and they used to stay in Hyderabad as the accused was working in Hyderabad. They had a son after 1 year of their marriage. As the days passed by, the victim went to her parent’s house but the accused did not take her back to Hyderabad. When the marriage elders met him in Hyderabad, he informed them that he will live with her if she brings an additional dowry of Rs 30,000/-. He used to come to her at weekends. As days passed by, he got intimacy with other women in Hyderabad and stopped going to his wife.  Ms.Nagamani is a House Wife and was not in a position to even feed her son. One day when Mr.Mohan was beating Nagamani, his brother Mr.Bulli Reddy joined him and beat her and she had severe bleeding.  She lodged a complaint against Mr.Mohan and Mr.Bulli Reddy with the intervention of DSS. But the FIR was not registered. Ms.Seshu, Divisional Organiser of DSS met The District Collector and gave a written complaint that the case was not registered. The Collector Mr.Subramanyam immediately responded and given instructions to the Police Station over phone. Then the FIR was registered under Domestic Violence Act.

Murder of a Dalit When He Asked for His Lent Amount

    Keshuram Meghwal(45) S/o Shri Narayan, resident of Parvatisar Village, Dist- Churu, Rajasthan, hails from a Scheduled Caste Meghwal family. Seven years ago, Rajpal Singh Rajput brother of Madan Singh Rajput borrowed Rs.700 from Keshuram Meghwal. Rajpal did not refund the money and also denied that he had not borrowed the money from Keshuram, which led to quarrel between Keshuram and Madan Singh. The four brothers Madan Singh, Rajpal Singh, Lakshman Singh and Bharu Singh seized the Camel cart from Keshuram. Keshuram complained about this to the police and they settled the problem between them.

     

    On 17/01/07, Keshuram did not return home till 10. 00 p.m. Ummidevi mother of Keshuram sent Bhudaram brother of Keshuram to look for him. When Bhudaram reached near the shop of Babulal Meghwal, he saw Madan singh S/o Hanuman singh was attacking Keshuram with an axe on Keshuram’s back of the neck. Bhudaram rushed to the spot with alarm. By seeing Bhudaram, Madan Singh immediately left the spot. Blood was bleeding from his neck and he died. Manoj S/o Rugharam, Bhudharam were the eye witnesses of the incident. People gathered immediately and they informed the police but the police did not come to the spot immediately. They again contacted the police over phone and the police reached the spot at 4.00 a.m in the early morning.  Police took the body to Sarsal hospital and post mortem was carried out by Dr.Sharma. The police registered the FIR u/s 302 IPC and 3(2) (v) SC/ST (POA) Act, 1989.

     

    On 8/02/07 at 7.30 a.m Lakshman Singh brother of Madan Singh came to the house of Bhudaram with an axe, abused him and his wife and attempted to attack them. On the same day Bhudaram registered an FIR against Lakshman Singh U/S 448, 323, 354 IPC and 3(1)(x) & 3(1)(xi)Sc/St (POA) Act 1989 at Salasar Police Station.

     

    Charge sheet in the first case has been filed on 13/02/07. Compensation of Rs. 75, 000/- was paid to the victim as per SC/ST (PoA) RULES1995. Accused was arrested and languishing in jail. Trial of the Case is pending disposal. Investigation conducted by DSPMr. Abhay Singh Charan

A Dalit Abused for Winning in Election

    Digambar Kamble is resident of Varvada village, Tal-Ausa in Latur Dist., belongs to scheduled caste community. During the Gram Panchayat Election, Digambar Kamble a member from Bouddha Sajam stood as contestant against a member from dominant caste. On 9/10/07, the Election result was declared and Digambar became the winner. The loss in election, made dominant caste people humiliated and provoked them to take revenge on Dalits.  Thus on 17/01/2007, the dominant caste people, abused Digambar by his caste name and threatened him to kill.   

     

    Digambar Kamble lodged complaint in Ausa police station but the police did not register case rather insisted to compromise.

A Dalit Murdered and His Body Thrown Into a Well for Having Major Share in a Partnership

  • Summary:: The village Pura Nisf Pansari under Makhi police station is situated 15 kms from the district headquarter Unnao. The village consists of almost 2000 populace in which Pasi, Gondiya, Chamar, Dhobi, Brahmins, Thakur, Yadavas, etc. live. Dalits do not own their land for the cultivation and therefore they work as daily wage labourers in the fields of Brahmins, Thakurs and Yadavas mostly and for which they get Rs. 30/- as their wage. However, the victim late Nanhu Pansari owned 6 Biswa of land which was not enough for their livelihood. Therefore, in partnership with the accused Pappu Gondiya (25) s/o late Bhagoti, Kanha (22) s/o Chhiddu and Rajan (22) s/o Bhagoti belonging to Backward Class of the same village had bought water fruit (Singhara) in which the victim had put Rs. 12,000/- as capital. That became the largest share in the partnership and became the cause of his murder. On 11.1.2007, in the night the accused had called late Nanhu from his house to guard water fruit. Nanhu asked his daughter Jyoti for a veil to cover his body. Later he left his house leaving the responsibility of taking care of his house on his brother Shivkumar. He then did not come back to his house till 11 am in the next day. And so, Jyoti went to the house of the accused to inquire about her father. They told her that they did not know about him. The family of the victim looked around for late Nanhu till late night on 12.1.2007 but did not find him. That process of finding him out continued on 13.1.2007. Shivkumar (brother of the victim) saw a pair of slippers floating into a well at Harisiddhi Temple. Doubting the death of his brother he toed into the well and found a dead body which happened to be his brother’s (late Nanhu) body. In the evening Siyaram and Shivkumar sons of late Brijlal had gone to give a written complaint in the Makhi police station where they were made to sit in the police station whole night and on 14.1.2007 in the morning the police together with both of them came at the well. The police took out the body and sent the body to Unnao for the postmortem. Later on the same day the police handed the body to late Nanhu’s family for the last ceremony. Despite, the postmortem confirmed of murder, the police did not register the FIR on 14.1.2007. Siyaram and Shivkumar had given a complaint to SP and DM, Unnao on 18.1.2007 and finally on 26.1.2007 with their direction the case was registered against the accused under sections 302 IPC and 3(2) (v) SC/ST (PoA) Act, 1989. The case is investigated by Circle Officer, Sadar. No compensation has been paid to the affected family as late Nanhu was the sole earning member in the family. Not even the protection is granted to the family. Spot investigation conducted by D.S.P. Mr. A.K.Srivastav. Case is under investigation by C.O. Sadar. All accused arrested and bailed out. Case is under trial in Special Court –District Unnao. Charge Sheet yet not filed. Compensation of Rs. 1, 50,000 as per SC/ST (PoA) Rules 1995 has been given to the victim

    Case in Brief

    Ms.Jalali Jangamma, age 35 years, w/o Yesurathnam, Sc Madiga by caste and r/o Chevella Village, Ranga Reddy District was working as sweeper in gram panchayat. She had been living in Chevella Village after deserting her Husband. Her eldest son stays with her, daughter is married and the youngest son is working in a hotel in the near by town and stays there it self. 

     

    She was appointed nine months back.  She had developed extra marital relation with Mr. uduva Narasimhulu r/o Chevella, Caste: Padmashaali (BC), Occ: Road side Sweets vendor. 

     

    Since it was Sunday on the day of the incident, Ms.Jangamma went to her younger brother’s house and spent some time there from 9am to 2pm. After that she was found dead by the other sweepers of the panchayat who came for cleaning in the pond beside Venkateshwara Temple on Monday morning. It was noticed that her neck was strangulated to death with her “mangalasuthram”.

     

    The DSS team reached the spot, did fact finding and discussed with the police officials. The dog squad was brought into action; it went twice and stood in front of to the house of C.Narasimhulu. Later the police took three persons including C. Narasimhulu in to custody and interrogated. Later Narasimhulu admitted that he has strangulated her to death as he was unable to bear that she had extra marital relations with other men.
