    Julia Kumari d/o Rameshram r/o Kurthel Chanda Chauk, P.S - Parsa bazaar in Patna Dist. was Gang raped and attempted to murder of a minor Dalit girl.

     

    Five Perpetrators were absconding all of six Perpetrators. The victim’s family was not received compensation, relief and rehabilitation.

    Mooli Devi Mahwar (50) w/o Lallu Ram Mahawar, Sarpanch Brahamin Bairada village Panchayat, Resident of Village & Post- Brahamin Bairada, Police Station Sikendra, Tehsil- Sikrai in Dausa Dist.

     

    Brahmin Bairada is avast village with the population of 15000 people. But the population of the Dalit Community is barely 100 people. There are total 200 families of Saini, 100 meena 100 Rajput, 3 Khati, 1 Harijan, 3 Sen, 20 Bairwa and 100 Brahmin families.  Brahmin and Rajput are the main community of this village. The village is 30 kms, 17 kms and 10 kms away from the District Head Quarter, Block Head quarter and Sikandara Police Station respectively. Jaipur is approximately 120 kms far from this village. This village is always affected by the Gurjar Movement and Meena Movement and the Dalits are the most affected community by these.

     

    Mooli Devi Mahawar is the Sarpanch of the Gram Panchayat – Brahamin Bairada, Police Station- Sikendra, District- Dausa. On 20th August 2010 she was sleeping at her home with her family.  At 12:00 in mid night the accused namely Patwari Bharat Singh Gram Panchayat  Brahamin Bairada, Ram Awatar Gurjar, Gram  Secretary,  Mohan Singh Rajput, Girraj Ration Dealer, Ram Awater S/o Madan Lal Sharma, Uma Shankar S/o Madan Sharma, Girraj Master S/o Ramhet Sharma went to her home asked Mooli Devi to open the mutation in favour of Lalita Devi  D/o Mool Chand Sharma. She told them that the Mutation will only be after the approval of the Proposal. Listening to that the accused and his other followers got angry with Mooli Devi. Ram Awatar Gurjar started beating Mooli Devi and hauled her and forcedly took her signature over the sheet of paper.

     

    Mooli Devi got seriously injured. She and her family members were threatened not to file a case against them. On 27th August 2010 she dared to go to the Police Station to register a case against the accused. But till date the perpetrators have not been arrested by the Police and the accused Panchayat Secretary Mr. Ram Awatar Gurjar, has not been removed from the Panchayat Office by the local police and Zila Parishad officials. The local Police is not taking stern action against the perpetrators. With the result, poor Mooli Devi constantly being threatened and harassed by all powerful perpetrators and forcing Mooli Devi and her witnesses of the incident not to give testimony. Mooli Devoi wrote to Centre for Dalit Rights, Jaipur to intervene in the case.

    A criminal case has been registered on 27.08.10, No. 278/10, u/s 143, 323, 352, 384 IPC & 3(1)(ii)(xv) of  SC/ST (PoA) Act, against the accused. 

     

    The local police have filed FIR (Final Report) before the Judicial Magistrate and now the Centre is filing the protest Petition before the Court. Still she is facing non-cooperation of Village Secretary and other Members.

Custodial death in Kadampulaiyur

  • Summary:: Ravi s/o. Kaliyan was residing in Thandavankuppam of Mandarakuppam, Cuddalore District. He belongs to Hindu Kuravar Community. On 23.05.2011 around 2.72 crores worth of jewellery was robbed from one of the cooperative banks in Tirunavalur. On the pretext of suspicion Ravi and his 10 other relatives were arrested in their houses on 16.08.2010. Ravi was sleeping in his house when he was arrested. Ravi was rearing pigs and had earned some money and jewels. The police took all the money and jewels possessed by the family. The Police took him to an unknown destination. On 18.08.2010 the Police threatened Ravi’s wife Kasthuri and got her signature in a white paper. They also informed her that the body of Ravi was kept in Cuddalore Government Hospital. Detecting suspicion, the relatives of Ravi and family members along with Viduthalai Chiruthaigal Katchi staged a road blockade in front of the Hospital. They demanded immediate arrest of the police for having murdered Ravi. On the promise given by the District Collector that he will order for Judicial Magistrate enquiry for the incident, the family received the dead body of Ravi and buried him on 20.08.2010 in his native village after the Post Mortem. The Police have beaten and tortured Ravi but they have filed an FIR stating that while Ravi tried to escape from the police station he dashed against a tree and died. While investigation was going on, the police held conciliation talks with Kasturi through the husband of Elavanasur Panchayat President and promised to pay a compensation of Rupees two lakhs. An enquiry has been conducted by Mr.Easwaran, Judicial Magistrate of Panruti. The enquiry report has been submitted to the District Collector, Cuddalore District.

Verbal Abuse and Discriminatory Practise

  • Summary::

    Lakshmi, a Dalit Panchayat President of Kalpaavi Panchayat president, became a victim of caste based discrimination and prevented from performing her duty. Saravanan, belongs to caste hindu Gounder community is the Vice-president of the Kalpaavi Gram Panchayat. Saravanan, his wife Lalitha and the ward member were envious about working under the Dalit women. Hence they were preventing her from performing the duty. All her panchayat development plans were resisted by this three people, to spoil her reputation. They leveled false charges against Lakshmi to remove her from the position.

     

    On 15/08/2010, during the Gram Sabha meeting, Lakshmi was verbally abused and threatened by the Vice-president Saravanan, Lalitha, and the Ward member. Hence lodged a complaint in Bhavani Police Station. FIR was registered on the same day, but no action was taken on the complaint. The Inspector of Police, Mr. Eswaran, instead of taking action, brokered for peace and told the victim that if she with draw her petition, he will get money as compensation. Even after 40 days of the complaint, perpetrators were not arrested.

  • Summary:: Mr. Subbramanian belongs to Dalit Devandra Kula vallalar community, is a 3rd Ward (Counselor) Member of Trinelveli Municipal Corporation. He contested the election independently and won the election with huge margin of votes. He has formed a Charitable Trust under the name of Dalit Activist and Martyr Thiyagi Immanuel Sekaran and engaged in charitable work regarding Education for the Dalit Students and welfare activities for the Dalit poor people. On 13/08/2010, Mr. Subbramanian after paying homage in Mukkudal, he and his family members were taking bath at Tamirabarani River. At that time Woman Sub-Inspector of Mukkudal Police Station came there along with her family members and relatives to take bath. On seeing Mr. Subbramanian and his relatives taking bath in that place, She forced him to leave that particular place and to take bath in other place pointed by her. Mr. Subramanian and his family members replied that they will finish the bath quickly and leave the premises. But the woman Sub-Inspector asked them leave the place immediately, hence Subramanian and his family members refused to leave. After their refusal, SI called the Police Inspector Mr. Murugasen, and other police men, and got Mr. Subbramanian arrested. Subbramanian was beaten with the lathi in his legs, thighs and back. He was verbally abused and derogatory referred regarding caste name. They made one Anandraj to give a false complaint alleging that Subramanian made an obscene dance in the drunken state and FIR has been registered against Mr. Subramanian.
