Mass Rape of Tribal Women and Mass Attack on Dalit Men

  • Summary:: Badani (16) d/o Uday, Asha 18years, Sumati (18) d/o Sushil, Lovely 14 yrs, Kiran 25 yrs, Sunti, Asha (18) d/o Yondre, Suryamuni 20 yrs, Neelmani 20 yrs, Manti 14 yrs, Phoolmati 22yrs, Bindiya 20yrs, Sangeeta (16) d/o Gosai, Rita 20yrs, Lalita 15yrs, Birasmunni 21 yrs, Vinita (14) d/o Uday, Sumanti (18) d/o Gosai and 18 men are the natives of Jharkhand State, belong to Tribal communities. These thirteen tribal women, including three minor girls, were allegedly gang-raped by a group of unidentified youths at a brick kiln in Ballia district of Uttar Pradesh on 21 February 2007. The incident came to light on 22 February 2007 when BJP MLA Ram Iqbal Singh informed the police about it. The Bhimpur circle police arrested nine persons, including the kiln’s owner (Omprakash Singh) and a clerk, and recovered a large quantity of country-made liquor from the spot. An illegal distillery of country-made liquor was being run from the kiln premises. According to one of the victims, about 20 drunken youths came to the brick kiln run by a local businessman Omprakash Singh around 11.20 pm on 21 February 2007 wearing masks and started molesting the women sleeping in their mud houses. When the women’s relatives objected, a brawl broke out ending in the alleged rape of the 13 women. “They threw our belongings and children out of the houses, beat up our men and raped me and other women,” one of the victims said. “When we came to know about the incident on 22 February 2007, we immediately sent a team to the site,” said SP Haq. 15 persons received 25000/-, 14 persons received, 6250/- as compensation.

Rape of a Minor Dalit Girl

  • Summary:: Ceema (13yrs) d/o Beheru a minor girl aged about 13 yrs old, a resident of Belwa village in Varanasi District from the Musahar community was raped. On the 19th and the 20th February 2007, there was a marriage celebration at the residence of the patel’s house in the Belwa village. On their way home when they reached near the brick kiln of Rajendra Tiwari, somebody suddenly caught the victim from behind and dragged her away into the darkness. After that one of them beat the victim and raped her. After an hour, the victim returned home it is alleged that she was threatened not to disclose the incident to anyone. However the victim told the entire incident to her elder sister. The victim’s sister informed of the incident to their father. Next ay the victim along her father went to the brick kiln of Mr. Rajendra Tiwari where the incident had taken place. There the victim identified the person who had raped her. On the 20th February when the father of the victim went to the Phulpur police station to lodge the complaint, the police refused to register a case .on the 26th February, 2007, the father of the victim lodged a complaint with the superintendent of police (rural), Varanasi. However, the police have refused to register a case thus far. Balwant or Jhokwan is not in jail he was out long before the enquiry was completed Initially, the Police at the Phulpur Thane did not even let the victim and her family enter the police station, leave alone listen to them, this was the state of affairs and the support that they go from the police which is the only protection that they have to turn to , it was only when people like Anupam etc wrote to the S.P that the Police was forced to come and take the statement of the perpetrators , when we questioned the S.O on whether or not any action has been taken against the 2 Policemen who denied the victim and her family entrance to the Police station , he was most restrictive and reserved in commenting on it and simply said that the enquiry is going on by the higher officials and the matter is with them , you can speak to them , they have all information .

A Minor Dalit Girl Raped

  • Summary:: A minor Dalit girl Ceema (13) D/o Beheru, a resident of Belwa village in Varanasi District, belongs to Musahar community. On 19th February 2007, she went to attend a marriage function at the residence of the Patel’s house in the Belwa village, along with some of her friends Inderjeet, Tara, Laxmina, Sarita. On their way back home at 2.00 a.m. near the brick kiln of Mr. Rajendra Tiwari, Balwant Pasi (21) from Allahabad, working as a daily labourer in the kiln suddenly grabbed her from behind and dragged to the darkness place next to the brick kiln. He tied her both hands with Shawl, legs with Kurta and mouth with shameez. As she was trying to scream and escape from him, he kept her threatening with dire consequence saying “keep quite or else I’ll fuck your mother too and kill you” If you scream, I will put you in the kiln and burn you, no one will ever know about you, I will kill your whole family and run away from here, no one will come to know that who did it”. Then he allegedly sexually assaulted and raped her for 6 times. The other hand, Balwant’s friends had locked the children, who were with Ceema in the Bhatti, They were threatened to sleep without making any noise or else they would throw them in the Bhatti, The perpetrators unlocked the children in the morning. With sheer depression she went her home wearing torn and tattered clothes at about 3 a.m. She was unable to walk due to terrible pain on her genital part, however she managed to reach home. She told the entire incident to her elder sister first and then to her parents. On the 20th February’ 2007 Ceema and her father went to the Phulpur police station to lodge the complaint, however the police did not entertain their complaint, rather chased them out. Finally they approached to Anupama, a local activist from “MAANAVA ADHIKAR JAN NIGRANI SAMITI” who helped them to write a complaint against the atrocity and send to S.P (Rural), Varnasi on 21st February’07. After 2-3 days from the time when complaint was lodged, the S.O of Phulpur police station visited the spot and took statement from the victim. After that the victim was sent to Deen Dayal Hospital in Varnasi for medical test. Though the complaint was sent to SP of Varnasi, FIR has not been registered till date and the accused has been Scott free. FIR has not been registered. The accused has been Scott free.

    Case in Brief

    Roninki Lakshmi, aged 29 years is wife of Roninki Appala Naidu.  They have two children Yesebu(13) and Gnyanu(11).  Appala Naidu works as Conservency Safaiwala in Station Head Quarters Cell (EO) – AMC Regiment at Langar House near water tank.  Appala Naidu has two elder brothers Roninki Simhachalam, aged 40 years and Roninki Jaddanna, aged 39 years.  They lived in Langer House for 20 years.  His mother Roninki Eeramma bought house site of 130 sq. yards bearing RS No. 118 in Lakshmi Nagar and built a house where whole family lived together.  She registered the same on the names of Appala Naidu and Simhachalam, 65 sq. yards each.  Appala Naidu borrowed Rs.80,000/- from various sources and repaired the house.  Later his mother repaid the principle and interest amounting to Rs.1,50,000/- with the amount she got after her retirement.  Later Appala Naidu agreed to pay back Rs.35,000/- to his brothers as they asked for share in the amount received by his mother.  Lakshmi along with her family shifted to a rented house unable to bear the nuisance created by her brother-in-laws.  Ultimately they landed into debts to a tune of Rs.2,00,000/- from private money lenders to meet the rental and domestic expenditure.   As they were unable to repay the debts, the money lenders started abusing Lakshmi with filthy language, likewise Erukala Mallesh and Biswas beat up Appala Naidu.  Satyam used to send his people and forcibly take Appala Naidu to his shop and harass him.  All the money lenders threatened him of dire consequences which intimidated Appala Naidu from attending his duties.  He even lodged a complaint in the Langer House PS.  

     

    As he failed to repay, the harassment from the money lenders increased, thus, Lakshmi along with her family shifted to Janawada, Shankarapalli (m), Ranga Reddy.  As there was no income, to feed the family, they have again borrowed Rs.24,000/- from Narsamma of Jonnada.  Unable to bear the harassment of Biswas, Narsamma, Swami and his wife, Lakshmi left to her parents.  

     

    Appala Naidu was forced to sign on the sale deed of his house in the presence of the local elders Ravindra Reddy and Narsinga Rao, stating that all his debts shall be cleared and paid Appala Naidu Rs.20,000/-.  But to his pity, no debts were cleared apart from the payment made to Sardar and Asif.

Mass attack on Dalits for trying to enter into temple- Vashishat village

  • Summary:: This incident happened at Vishist village of District Kullu in H.P. This village is very famous for Shiv Mandir where every year people celebrate Navratra Pooja. During the time, the villagers practice a very old ritual i.e. a tree to be planted next to the temple as a symbol of temple flag. In the pit where the tree is to be planted; a Dalit will be asked to get into the pit before the tree is being planted. Then the temple priest along with some dominant caste people start planting the tree and at the at the same time the Dalit has to immediately come out from the pit, if he is unable to come out on time he is mixed with the soil and tree is planted over him. The villagers belong to Kholi (Harijan), Bhramins and Rajput caste. During the time of Navratra, Bhikam Ram went to Shiv Mandir to offer his prayers. He was about to enter into the temple, the temple priest pushed him away and restricted his entry because he belongs to an “untouchability” scheduled caste (Harijan). When Bhikam Ram protested against the priest the temple committee also got involved in between; they also ordered him to leave the premises immediately. Bhikam Ram narrated the incident to his sons and neighbors. Together they went to Tehsil Manali police station to register an F.I.R. The next day the temple priest and 17 other committee members were arrested. Victim not received any compensation. Case is running in District court of Kullu.
