A Dalit Headmaster was Poisoned to Death Sundarpur

    The deceased Ram Sahay was appointed as the Headmaster of Rajkiya High/Primary School, Sundarpur, Dhaulpur.  There are 6 dependents in the family.  At 6 in the morning on 13.05.05 dated the accused came his home and talked something to him.  At that time his wife Somoti Devi too was present of the brother-in-law of the headmaster, Daya Ram, Village Ladukheda, P.S. Sainya, District Agra.  It is therefore all the members of the family had gone there.  The headmaster too had left for the school telling his wife that he would come back soon.  After sometimes Somoti Devi, with her son Gyanendra headed towards Daya Ram’s home.  On returning home, they got the news from the brother of the deceased, Pratap Singh that Ram Sahay was very serious and admitted in a hospital.  Hearing the new his wife ran to the hospital.  Authorities/doctors referred him to Agra hospital, when they reached Agra they saw that the body of Ram Sahay has already turned blue and the foams, coming out of his mouth.  After a few minutes he died.

     

    It so happened that the deceased was given the in charge of the construction and developmental work going on in the school campus.  He was keeping record of the expenses.  The accused, longing for the commission waited to disrupt the work.  He protested against them.  There was Shailendra Singh Tomar member of the School developmental committee under the chairman Ram Sahay.  He too, along with the other culprits wanted for the commission.  The accused found no way through and so on 13/5/2005 they called Ram Sahay for a meal in a hotel and poisoned him.  The deceased was found unconscious 6 km away from his house at Agra – Gwalior NH No.3 close to Doctor Soap Factory. Ramesh Chandra, dealer, resident of Jiraoli Gate, G.T. Road, Dhaulpur, came to the Sundar Colony and informed about the headmaster’s grim situation to Hotilal Olias Jambhu a neighbour of the deceased.  Hotilal drove to the location and he found no one there.  Then he was informed by a woman that 9 person came from the direction of the Soap factory and fell over there.

     

    “On that day, he was taken to a hotel for taking lunch with Mahavir & Shailendra, soon after the meal he began growing unconscious. They took him at Soap factory boundary and treat him.  On the process of escaping he fell unconscious”, told by the deceased to his wife while he was being taken to the Agra Hospital.  It seems that the deceased was harassed constantly by the accused.  Before he died, he had written a number of letters to the various authorities. The copies of the letter were posted to the different authorities such as PM, CM of Rajasthan, The Chiarman of SC Commission, Primary Education Centre Bikaner, Assistant Secrtary of Education Jaipur, DC, SP of Dhaulpur, Education Board of district of block level, Panchayat Samiti of Rajkheda etc.

     

    On 14.05.2005 with a great difficulty FIR was registered under section 174 under Sundarpur P.S.  SHO pressurized and got signed on a blank sheet of paper. The police is inactive towards the case. No compensation is granted to the affected family.

A Dalit Beaten to Death for Opposing the Illegal Sale of Country Liquor

    The victim late Rajendra Manjhi belonging to Musahar(SC) community from village Manoharpur Kachhuada under Police Station Gopalpur (OP) Gaurichak, Fulwarisharif, District Patna, Bihar, was bold enough to oppose the illegal activities of all the persons. On the same he found intolerable activities going on in the mango groove 100 ft from his house. The illegal sale of the country liquor was going on there. He had spoken a lot against that activity. It was therefore the people who were involved in such activity heaped anger against him.

     

    On 2.5.2005 when he went for a walk in the mango groove, the perpetrators who were involved in selling liquor did not like his presence over there. They asked him to go away from there. He did not obey them. As a result they abused him taking the name of the caste. They even started beating him and one of the perpetrators tried to break his neck. He was badly injured and was very serious.

     

    He was beaten so badly that he had to be taken to the hospital. After two days of the incidence while he was being taken to the Nalanda Medical College Hospital again, he died on the way. The FIR no. 287/05 was registered u/s 302 and 34 IPC on 4/5/2005. No SC/ST POA provision was filed in the case. The family of the deceased has not received the compensation as he was the only earning member of the family. The charge sheet is filed in the court and the case is pending in the court.

Murder of a Dalit Activist for Raising Voice against Atrocities

    The Rajputs are the dominating caste in this village. They have captured the social scene of the village and no Dalit would dare to stand against them. Mohan Meghwal was the only Dalit activist who believed in the wellbeing of the dalits and challenged the adamant Rajputs. He got involved in educating and motivating the dalits which caused a great threat to the feudal community. This threat got reinforced by the fact of his competing in the Panchayat election in January 2005. He was sure of his victory.

     

    The victim with a human heart, intending to render his service to his people headed to meet his legal adviser, accompanied by his wife, Satki Devi. He saw a tractor no. RJ 19 R 7427 standing & Shivadan Singh Rathod, Daler Singh and Tikam Singh were sitting on it. The accused called Mohan Meghwal. The three culprits together with Bhagwanaram, Chaturaram and Bhabutram who were present at the site before time, attacked Mohan with the knives cruelly. The victim got serious injuries and fell down. By the time his wife Satka Devi tried to help the killers had pushed her down. The act of cruelty did not end there. The cruel Shivadan Singh Rathod took the knife from Daler Singh and stabbed Mohan mercilessly. He ordered Tikam Singh to run the tractor over the Mohan. He told him, Tikam dekhta kya hi, sala neech,kamina apna dushman hi, hamesha samna karta hi. Ise tractor se kuchal de.” (Tikam Singh ran the tractor over him.).

     

    The former MLA Shivasadan Singh Rathod did not stop with that. He favoured the police at his desire. The police did not register FIR immediately. Though the FIR no. 31/05, under section 302 IPC was registered on 1 Jan, 2005, no action was taken by the police & administration.

     

    The body of the deceased was taken for the postmortem. After that the perpetrators, Shivadan, Tikam and Diler Singh were arrested and were not kept behind the bar. Instead, they were handed over to DSP of Pali. Disgusted by the role of the police, the group of dalits drafted the five point plan, which was sent to the centre and state ministers, senior govt. officials and the members of the human rights commission in response to the murder. Realizing the gravity of the incident people from Rajput community started getting united against Dalits. The former minister Devi Sigh Bhati and Madho Singh Diwan supported the Rajputs open-heartedly. The CM Ms. Vasundhara too wanted to put the case under the carpet.

     

    They had to be forced and they arrested the accused but did put them behind the bar. Not even the knife was taken into the custody. The trial of the case is pending. The three accused were arrested but the two were bailed out against which a protest petition is already filed. The compensation of Rs 1.5 lakhs has been granted to the family.

Dalit Woman Kidnapped, Gang Raped, Murdered and Burnt the Dead Body

    On 13 February 05, at about 21.30 hrs in the night in Bapanathapurarm village the accused Veddeputi Kittu, Vemu Shankar, kidnapped a Dalit Girl Hema Latha, belonging to Madiga (SC) caste. Everybody knows about the matter in the village. In the morning her family members searched for her everywhere and at her relatives’ houses, but could not traced her out. Thus her family members lodged a missing complaint in the police station and the case was registered under Women missing.

     

    On 21-03-05, the victim got more information about her daughter that the above said accused persons and Nagireddy, B. Shankar s/o Pullaiah, Vijayakumar, Jagan s/o Pullanna, and 3 other persons, took her to the Nallmala forest and Ganged Raped and Murder very brutally. After that the dead body was put on bullock cot and burnt the dead body near a canal 5 Km away from Siddapuram after dowsing with Kerosene. The deceased has very small children one son (7) and daughter (9) years now children are orphans.

     

    Sakshi conducted fact finding and representation sent to consent commissions and Government officers for victim getting justice. The police have not arrested all accused persons except 2 persons. The concerned deportment did not respond to the incident still today (Revenue and social welfare). Till today the deceased’s children did not receive any relief and rehabilitation. All accused persons on bail now. The case was registered under SC/ST (PoA) Act, 1989.

Dalit Woman Raped and Brutally Killed

    Koppula Nageswara Rao and K. Venketamma of Kothapalli Village, Cherla Mandal Khammam District has three children. Suresh the eldest child was born on 10th Oct 1987. He is presently studying class 12(CEC) at Government Junior College, Cherla. Sekhar discontinued his studies after VIII standard because of poverty. Bhawani is studying in Std. IV at Kothapalli Primary School. They are Madiga by caste.

               

    Koppula Nageswara Rao had committed suicide in December 1996. It is an open secret that it was Guntupalli Ganapathi a carpenter by caste Vodranki BC of the same village who had illegal (extra marital) relationship with the wife of Koppula Nageswara Rao that made Koppula Nageswara Rao committ suicide. The relationship between Guntupalli Ganapathi and K. Venketamma continued after the suicide of Koppula Nageswara Rao. K. Venketamma and her children have no assets other than the hut. Venkatamma has a paddy field, which she used to cultivate and maintain her family after her husband’s death. On 09/02/2005 witnesses found her decomposed body covered with cement bricks on the way to the field cultivated by Venkatamma. She was raped and murdered and her clothes were torn and there were marks of injury on her body. Cherla doctor has made post mortem in the place of incident. Rupees six thousand they have received from the government after the death of the earning member of the family, the head of the family Koppula Nageswara Rao deposited in the bank in the name of their only daughter Bhawani found missing from the bank account.

     

    The villagers strongly believe that it was G. Ganapathi (age about 40) S/o Peddha Laxmaiah who has committed this rape and murder. G. Ganapathi in the past abducted Karala Sujatha (25) W/o Srinu 6 years ago when Sujatha was around 18 years. G. Ganapathi stayed with Sujatha in Khammam for about 2 months. A complaint was submitted to the Charala police station and a Panchayat was held at the police station. Paying Rs 15000/- to K. Sujatha’s family has compromised the crime. He has spoiled several families. Yet no legal action is so far taken against him. He has contacts with the police people.  He often supplied furniture to the police in that area. Ganapathi gave Rs.1000/- to the police to save him. The case is pending in Kothagudem JFMC. The victim’s family has not got any relief and compensation.
