Vinayagam, is resident of Sathayamurthy Nagar, Panrutti Taluk, Cuddalore District. He was accused of robbery in a Jewelry Shop in Tindivanam. During interrogation he told that, he had given the stolen jewels to his wife residing in Sathyamurthy Nagar. To investigate the matter further 3 police men of the Tindivanam Police station went to Sathyamurthy Nagar, Cuddalore to interrogate Sivakumar’s Wife Malliga. In Sathyamurthy Nagar without proper verification they mistakenly arrested one Malliga W/o Vinayagam and brought her to the Tindivanam Police Station. They carried out this investigation and interrogation without getting approval or providing any information to the Panrutti Police station. Malliga w/o Vinayagam was subjected to sexual and physical torture by the three police men in the police station. During the investigation after realizing that they have mistakenly arrested Malliga W/o Vinayagam instead of Malliga W/o Vinayagam, they brought her back to the village. Infuriated general public chased away the police men. Panrutti Police men managed to escape the attack and ranaway from the spot.
Panrutti Cirlce Inspector Mr. Anand Babu, refused to entertain the complaint given against the Tindivanam Police Personnel regarding the abduction of Malliga w/o Sivakumar. Higher police officials were negligent to take against the erred police men regarding this wrongful abduction and sexual assault.
Ruparam (40) s/o Dalaram is the resident of village Parakhia, under Sumerpur police station in Pali Dist. belong to Scheduled Caste (Meghewal) community. He is a daily wage labourer. On the incident day, 2 Nov, 2011, at about 2.00 p.m. Ruparam was passing through Hotel Javani which is located aside of National highway no. 14. by his motorbike. Unfortunately, the tube of motorbike got punctured near Hotel Javani, hence he stopped and went to a garage which is aside the road, near Hotel Javani to pump up the tube.
While taking out the tube from motorbike, the villagers of Naitra, namely Deelip Singh (32), Karan Singh (35), Babu Singh (40) and Bhima Singh (30) went over there and harassed Ruparam. When the victims retorted, the accused persons abused in caste lines and brutally beat him and threatened him to kill, if he reported the matter in the police station.
On the next day, on 3 Nov, 11, Ruparam went to Sumerpur police station to lodge complaint. a case was registered No.379/12, u/s 143,341,323, IPC & 3(1)(x) of SC/ST (PoA) Act. against the assailants, however the police did not take any action against the them because the perpetrators are very much influential politically.
None of the accused was arrested in this case. The case is under investigation. The victim has not received any compensation from administration.
Sukhdev Nath (45) s/o Ram Nath lives in Gehalpur village, under Arai police station in Ajmer Dist. belongs to Scheduled Caste (Joggi) community.
Sukhdev Nath and Boba Nath are brothers, who purchased a piece of land which is 2300 ft. long & 250 ft. wide from Siroj Gram Pranchayat on 6 Nov, 1981. The Gram Pranchayat issued land Patta to Boba Nath whereas the Pranchayat Sukhdev Nath has not issued patta to Sukhdev yet, though his family has been identified as B.P.L. However, Sukhdev Nath and Boba Nath divided the land among them and they have been utilizing the land since then. Victim Sukhdev had planted about 70 – 80 no. of different kinds of trees like nimbus, gooseberry, bamboo etc. in his land.
On 5 Nov, 2011, the accused Naurat (45) s/o Surajmal and his entire family belonging to Jat community and Shravan Kumar, a revenue clerk from Halka, went to victim Sukhdev’s farm with a J.C.B machine and destroyed all the trees and later rolled a 11.50 height stone on the middle of the land of victim with the help of J.C.B machine. When Sukhdev and his family members protested against this, the accused persons abused and attacked them with lathis including women and children and then threatened the victims to leave the village, or else he would kill them. The accused Naurat also warned the victim not to dare to claim that the land belongs to him.
The victims flew away from the village in fear of their lives. The following day, when the victim went to Arai police station to lodge complaint, he found the accused present over there. The police did register his complaint and the victim was brutally thrust by the accused in the presence of police in the police station. After being harassed, the victim went home back on the day. Later he met SDM, who directed to the Addl. Tehsildar, to visit the place of incident and take punitive action. The Addl. Tehsildar visited the place of incident and banned Naurat from destroying the trees; however did not initiate any action against Naurat.
Again the victim went to Arai police station to lodge complaint, the police refused to register his complaint, thus victim filed a private complaint in the court and with court direction his complaint was registered on 15 Nov, 2011, case not. 139/11, u/s 452,427,336,147, IPC
However, the police did not take any action against the accused persons, instead the police submitted a false report that victim was not found at the place of incident during the time of investigation. The victim also met many political leaders, police higher authorities and administration regarding the case, the victim even represented the case before the Chief Secretary of Rajasthan & President of India, but no action was taken against the accused.
The victim’s family flew from the village and is living at Badia village in Liri, under Nasirabad Tehsil due to threat of the accused persons. The victim has not received any compensation from district administration yet.
