Mass attack on Dalit family for objecting to eve teasing of girls

  • Summary:: Dara Singh (50) s/o Padam Singh, belong to Dalit (Chmar) community. Dara Singh’s family is consisting of six members leaving since 25 years in Delhi. He is a shop keeper by occupation. According to Dara Singh, the incident took place on March 2007, when Dara Singh’ younger daughter was returning home from school, on the way Ram Prakash Yadav Har Dayal Yadav and Phul Shanka passed comments and tried to molest her. His daughter described whole story to Dara Singh, but he did not take it seriously. Since then, all dominant caster people continuously passed comments on Dara Singh and his family members and used caste words to insult them. After all Dara Singh lodged complaint in police station on 1 September 2007. After that a local congress leader Madan Lal called Dara Singh and offered 2 Lakh amount and pressurized him to withdraw complaint from the Police station, however Dara Singh has refused the offer. Based on the complaint, police arrested four persons from the dominate people but after six days they got bail. On 10th December 2007 Dara Singh has complaint of threat to kill against Daleep Kumar Gupta and his other friends, before DCP Dhariwal. On 10 December 2007, the dominant caste people attacked Dara Singh and his family in group under the leadership of Dharuv Singh, Jatinder Pandy Prbhu Dayal, Shiv Murat and around 150 people. In the attack, Darasingh’s family was seriously injured. They were admitted in hospital for treatment, however after a first aid treatment the family was asked to leave hospital. Darasingh lodged complaint in Anand Parwat police station against the assailants and only 4 accused persons were arrested in this connection. Darasingh met ACP in this connection but he seemed to be hashed up the case. After a few days, the ACP went to victim’s house and tried to convince him to compromise the case. After that Darasingh gave complaint to Delhi LG, Police Commissioner, NHRC, SC commission, State Home Minister. ACP Mangeshwar has visited the incident place and Four people were arrested under SC/ST Act later they bailout and case going them. Dara Singh has lodged the complaint against the police also in the court. Dara singh was in police custody in a counter case for breach of silence and later released on bail.

Police tortured a Dalit youth to death, Barara Road, Deha Basti

  • Summary:: Jogi Ram (31) S/o Sh. Phulla Ram is the resident of Barara Road, Deha Basti, under Chandi Mandir Police Station Panchkula, Thesil – Sahabad in Kurukshetra dist. belongs to Deha (SC) community. On 8.12.2007 at about 3:30 p.m. 25 police personnel of Panchkula police station reached Deha Basti at Barara Road. They went to Jogi Ram (31) S/o Sh. Phulla Ram and caught hold of him. The family members of Jogi Ram and other basti men protested against such type of action by police. When the people protested, A.S.I. Haripal Walia, belonging to Roar community said that Jogi Ram is being taken to police station for an interrogation about a Robbery case. In spite of protest by Dalits, the Police took Jogi Ram to police station. On 10.12.2007, when his family members went to Panchkula Police Station to meet Jogi Ram, police refused them by saying Jogi is not here. So again on 12.12.2007, Phulla reached Panchkula Police Station along with M.C. Tek Chand Sharma (Brahmin) to meet A.S.I. Haripal Walia, but they did not find him there. The other police personnel told them that Haripal Walia went to Kurukshetra and took with him Jogi Ram. M.C. Tek Chand Sharma tried to contact Jogi Ram over phone but Police ignore his call. On 17.12.2007 Police reached Jogi Ram’s house at about 11:10 p.m. and asked for Phulla Ram. But Phulla Ram was not at home at that time, and then Police asked Jogi’s wife Sindro and his Aunti Jito Devi to go along with them to the police station. But they said that we are only ladies how can we go along with you, but the police forced them. With the fear the women cried out for help. After all, M.C. Tekchand Sharma, Ajmer Singh, Gulshan accompanied them and went to Sahabad police station. The S.P. directed them to go to Chandi Mandir Police Station Panchkula with Police. When they reached Chandi Mandir, Panchkula police station, they found Jogi Ram S/o Sh. Phulla Ram’s dead body. Jogi Ram died due to torture by police. FIR was registered but not under the provisions of SC/ST (PoA) Act. Seven police personnel A.S.I. Haripal Walia, Pawan, Bhagwan Dass, Chander Hans & Raghu Nath were suspended after this incident in which five were arrested and two are on run. The case is under investigation. Relief has not been provided to victim’s family by the administration.

Attempt to Rape & Attack on a Dalit Woman

    Bar Lakshmi w/o Vemegiri Debudu is r/o Giduthuor village under Makavarampalem police station in Visakhapatnam Dist. The victim is married to Bara lakshmi six years before. Bara Lakshi is working as health worker. On 3-12-07 when Devudu was not there at the house the accused Ruttala Sarva Demullu S/o Ramu Naidu tress passed into the house of the victim and attacked his wife and tried to rape her. She escaped from the culprit and ran to the neighbor’s house. Later, narrated the entire thing to her husband when came back to the house. While Devudu asked about the incident to the accused, the accused and his followers attacked him and beaten him with sticks, kicked him indiscriminately abusing him with the caste name saying “you, Madiga bastard, are you telling about good conduct to us? You are a low- social- status one, remember that! We will do whatever we like. What right you have to ask us?” In the mean while, Appanna beat victim with a stone on his cheek. He lost his two teeth. Then the victim fell down they haunted the victim up to Bayyavaram village. He was frightened a lot about his life and escaped to his relative’s village. Subsequently the victim’s wife found out where he was and met him.

     

    They together came to the village and made a complaint against the accused on 26-1-08 before the police Makavaram which was registered as a criminal case in Crime No. 06/08, u/s 324, 326, IPC, 3(1)(x)(xi) SC/ST (PoA) Act. Charge sheet not filed.

Attack on a Dalit Couple after Failure to Attempt to Rape

    Vemagiri Devudu (32) s/o Pedda Appanna, a daily wage labourer, is the resident of Giduthur village, Makavaram Mandal, Vishakhapatnam District. He belongs to Scheduled Caste (Madiga). He got marriage with one Vara Laxmi for six years ago. She is working as a health worker in the village. On 3-12-07, when Devudu was not at home, the accused Ruttala Sarva Demullu s/o Ramu Naidu trespassed into the house of the victim and attacked his wife and tried to rape her. She escaped from the culprit and ran to the neighbor’s house. The accused went away from there. She narrated the entire incident to her husband when came back home.

     

    While Vemagiri Devudu was going to ask the accused about the incident, he met him on the way and asked the reason of inhuman behaviour with his wife. Then the accused and his supporters called Ruthala Gangadhara, Vechalapu Ramana s/o Peda Rajulu, Singampali Yerram Naidu s/o Appanna attacked the victim with sticks, kicked him indiscriminately. They abused him in the caste name saying “you, Madiga bastard, are you telling about good conduct to us? You are a low- social- status one, remember that! We will do whatever we like. What right do you have to ask us?” In the mean time, Appanna beat victim with a stone on his cheek. He lost his two teeth. Then the victim fell down. The accused haunted the victim up to Bayyavaram village.

     

    He was frightened a lot for his life and so escaped to his relative’s village. The victims went to the village again and made a complaint against the accused on 26-01-08 before the police Makavaam which was registered as a criminal case in Crime No. 06/08, u/s 324, 326, IPC & 3(1)(x)(xi) of SC/ST (PoA) Act. Compensation has not been paid to victims and charge sheet not filed.

Denied Marriage Hall to a Dalit

    Mr.Mariyappan S/o Palani belongs to Dalit Community reside at Piliampalayam Village, Nambiyur, Gobichettipalayam Taluk Erode district. He went to conduct ceremony of ear piercing to wear jewels to his little daughter who grew six year old. On 07.10.2007 he went to approached Sri Karpaga Vinayagar Kamatchi Amman Kalyana Mandapam, Gandipuram, Nambiyur, where the Ayyasamy is the Manager and incharge of the administration of the Kalyana Madapam.  Mr.Mariyappan informed to Ayyasamy that his child’s function on 21.11.2007 and would need the hall on that day from morning till evening. Immediately Mr.Ayyasamy enquired Mr.Mariyappan about his caste and when he told that he belongs to Arunthathiyar community. Mr.Ayyasamy was refused to book the hall and he replied that Arunthathiyar people cannot conduct any function in the Mandapam belongs to Caste Hindu and further uttered that how dare you could ask this Kalyana Mandapam for the function.

     

    Mr.Mariyappan went to Nampiur police station to lodge a complaint. After the complaint to the police, Mr.Ayyasamy responded agreed to receive the advance amount or Rs.1000/- out of the rent Rs.2000/- and he assured that the Marriage Hall was not booked to any one on 21.11.2007.  He printed invitation cards and distributed to his relative and friends for ear piercing ceremany on 21.11.2007. While that being so, certain caste hindus belongs to Nampiur village threatened Mraiyappan to pull our the reservation of the marriage hall for the date 21.11.2007 as the hall is ment only for upper caste people and not for Dalits. Therefore he approached the Sub collector and Deputy Superintendent of police for immediate action in this matter. But caste Hindus threaten to get back the complaint otherwise kill his child.  Therefore Gopichettipalyam RDO conducted peace meeting on 16.11.2007 and 18.11.2007 and he put 144 in Nampiur. Therefore DPI cadres protested and rally against 144 since counter caste was filed against dalits. This case was given judgment to allow all the people to use Marriage hall by Erode sessions court.
