Encroachment on Dalit community land in Yawati

  • Summary:: In Yevati there is a government land reserved for Boudh Vihar, since last 5 year dalit used to celebrate Ambedkar Birthday in the field. There is a board and five colored flag in the field. In the year 2005 the sarpanch of the village decided to put boundary in the field by wire but could not complete it because of the non dalit higher caste people opposed it. In 2006, the no dalit did not want the dalit to celebrate so complained the police. So ambedkar birthday was observed in the supervision of police. But one of the non dalit filed a case in the court that the reserved land is of the village and dalit has encroached on the land. The case is pending under trial. The accused also tried to remove the board and flag through police but because the case was in the court police did not remove the board and flag from the field. On 05.07.2006 the dominant community wanted to out the Shiv Sena bard in the reserved field then the dalit requested them not to put the board but they listened to the dalits. And as pre planned more than 500 people attacked the dalit community with different weapon, chilli powder and poisonous substance. They wanted to kill the dalit who were less in no but the dalit escaped. More than 50 dallits were severely injured in the attacked and were hospitalized.

  • Summary::

    The practice of untouchability is rampant in Mandal village in Bhilwara Dist. The Dalit community is being treated as inhuman beings in the village even in the area. On July 2, 2006 two Dalit children, Banti and Monu purchased ice-cream in saucers at a shop belonging to Mahavir Bhati. When the Shopkeeper learned about the children belonged to Valmiki community, he snatched the saucers and thrashed them. The shopkeeper abused them caste discriminatory words “Bhangi, Bhangda, etc.  Further to teach a lesson to Dalits a mob of 50 -60 people in the presence of police officials attacked, ransacked looted, beat Dalits, pillaged household goods and insulted women. An FIR in this regard was registered on 03.07.06. Later the Dominant caste people imposed social boycott on Dalits. The shopkeepers were instructed not to sell groceries, vegetables or any grocery items to Dalits or else they would be fined. Police did not register any criminal case in connection with the social boycott.

     

    Charge sheet in the Case is filed on 10/10/06. Case investigated by D.S.P Mr. Shanti Lal Chobisa.  29 Accused arrested and bailed out from Rajasthan high Court.  Trial of the Case is pending disposal in Bhilwara Dist -SC/ST Court.  Compensation of Rs.50, 000/- to 6 women paid as per SC/ST (PoA) RULES 1995 & Rs. 15,000/- to two families paid by DC but not under SC/ST (PoA) RULES 1995.

Denial of housing to 37 Irula families

  • Summary:: 37 Irula tribal families are living in Moodhur village of Arakonam Taluk of Vellore district for the past 40 years. After continuously meeting Government Officials and giving representations the officials of Revenue Department agreed to give housing pattas. It was really a great struggle for the people to pressurize the officials to take this kind of decision. But suddenly the officials withdrew from the promise of providing housing pattas without even informing the people any reason. So far they were not given pattas. The Irula people gave a complaint on 23.06.2006 to Thasildhar. It is a clear case of negligence and dereliction of duty by the Revenue Department Officials.

Dalit minor brutally beaten in Bitan Village

  • Summary:: The incident is of village Bitan in Gotan PS of Nagor distirct. Dalit in the village works in the limestone factory as daily labor, literacy rate among them is very low. Jat community in the village is rich and dominant. Nemaram Medhbal(14) s/o Hapuram Medhbal, a resident of Bitan and belongs to dalit community. Nemaram’s mother Mandi Devi (47) and his sister Punki(10) lives with him, they are very poor and belongs to BPL category but do not get any benefit under any BPL scheme. Nemaram and his mother both work as daily labor in the limestone factory. On 20th September 2006, evening around 6.30, 14-15 Jat boys came to Nemarams house and asked him to go for work but he and his mother refused to go to work, Then they said there was theft and the thief was wearing the same shirt as Nemaram so they forcefully took Nemaram to the factory saying that they will ask some question to Nemaram and send him back home. They reached the factory and started to beat him severely, when he shouted and cried they beaten him more and pressed his hands, leg and neck on their foot, then they tied him upside down and started to beat him with raw neem stick. During this 4/5 jat boys went to his house when his mother asked about Nemaram, they said Nemaram has stolen their things and hidden in his house so they started to search in the house and spoke over phone and started digging the house saying that Nemaram has buried the stolen thing in the house and they left after sometime. When Nemaram very thirsty and asked for water to drink 4 /5 of the boys urinated on his mouth and forced him to drink. They all had covered their face by clothe so could not recognizes them. They again tied clothe at one end of a small stick dipped in the red chili powder and put it forcefully inside Nemaram’s anus, they were continuously doing that and was beating him till his condition became worse. Then they took him to the city and got ice cube from the nearby hotel and put on wound. Finally they put in the police station. Police kept him inside the locker for three days illegally without any complaint filed against him. Then Nemaram’s mother came and took him back home, as they dint have any money so he had to stay in the house for two days without any treatment. When his uncle Jhumar Medhwal came he took him to the Medta City hospital, but doctors denied any treatment before reporting in the PS. When they went to file complaint police did not take their complaint. So with one advocates advice they went to meet the SDM. When SDM saw his wound and came to know their story he gave in written to the doctors to treat him and police to file a complaint. Now police has arrested two accused and searching for the others They are still threatening his mother to make her naked and paraded in the street and to kill her. The victim’s family is under fear and traumatized.
