IDUGULLAPALLI - ATTACK

    M.Naga Raju S/o.Veraswamy, Bethi Nagaraju S/o.Sanjeeva Rao and Puli Anil Kumar S/o.Venkateswara Rao,. They all belong to SC (Mala) by caste and residents of  Idugullapalli village of Gudur mandal in Krishna District. The villagers of Idugullapalli go to other villages for daily work. M.Nagaraju is the overseer of the labour. On 27-07-2011 they went to Racharlapalem as usual for agricultural work of Movva mandal in the same district. They have worked in the field of K.Jangala Rao(50) belonging to dominant community (Kapu) of Racharlapalem village. M.Nagaraju and Jangal Rao after discussing has fixed six people to work in one acre. After the completion of work on 28th July, Naga Raju asked for the payment of wages and Jangala Rao agreed to pay only for five and denied for the sixth one. As they demanded for labour, Jangala Rao abused in the name of caste saying “ENTIRA MALANA KODUKULLARA EKKUVA MATLADUTUNNARU ASALU DABBULU EVVANU EMCHESUKUNTARO CHESUKONDI”(You malas, I will not pay the labour, you do whatever you can) and attacked Naga Raju, later send them away forcibly without paying the wages and  threatened them of dire consequences. They again requested him for the wages and in the meanwhile his sons came and abused them saying ‘KULAMTHAKKUVA NA KODUKULLARA MEM THALUCHUKUNTE ME MALAPALLE NE LEKUNDA CHESTAM ANDARI NE NARIKI ASTHI AMMI AYINA BAYATAKI VASTAM”(You low caste bastards we can ruin your colony and come out of jail easily, by any possible way). When Jangal Rao’s sons started to attack with sticks, Naga raju and others escaped,   mustered courage, they went to Kuchipudi PS along with the caste elders and lodged a complaint on the same night. The police detained the dalits in the police station until the early hours of the next day and send them away without registering the case. Having come to know that the dalits have lodged a complaint, the Kapus have planned to mass attack the colony.

    The incident was brought to the notice of DSS by the local Ambedkar Youth Associations. DSS swung into action immediately and has come to know that the local police were making best efforts in compromising both the parties and were insisting the dalits to withdraw their complaint. DSS brought pressure on the SI of Kuchipudi and DSP of Avanigadda, made it clear to them that there is no scope for compromise and asked them to register the case immediately. But still as the DSP failed to get the case registered, DSS took up the incident to the notice of the Superintendent of Police and Collector of Krishna District.  With the continuous persuading of DSS, at last the case was registered on 1st August ’11 and the accused was remanded on 2nd August.

Dalit student died in hostel in Chidambaram Nandhanar School Hostel

  • Summary:: Vignesh aged 18 years S/o. Arasan was a resident of Kizakku Maruthur of Ulundurpet Taluk, Cuddalore District. He was studying twelth standard in Nandanar School in Chidambaram. He was also staying in the hostel. Vignesh had obtained 495 Marks in his tenth standard. During his elevelth standard he was obtaining first rank in the class. On 26.07.2011 Vigenesh was found hanging in the window of the hostel. The noose was tied to a window of very low height from the floor, so that no one can suicide by that Vignesh’s body was taken to the hospital. The hostel is being maintained by Adhidravida Welfare Department. Similar deaths of students have been reported in the near past. The hostel is bereft of basic facilities like pure drinking water, quality toilets etc. The students have been agitating continuously. Complaints have been sent to SHRC, SC/ST Commission, CEO, DGP, District Collector and District Sessions Judge. A case of suspicions death has been filed by the police. But no further investigation has been done. SHRC conducted on enquiry and the statements of parents have been recorded. Poster demanding the arrest of police was pasted throughout Cuddalore by Human Rights Organizations.

Dalit families attacked- Dabrela village

  • Summary:: The incident is of village Dabrela, which situated 20km far from the Sarbada police station. Dalit situation in the village is very vulnerable, their literacy rate is very low, due to poverty and unawareness they drop out from school and get involve in daily wedge earning. The community is oppressed by the non dalit people of the village. They are deprived of good road, electricity and water. They always have to face discrimination from the non dalit. Victim Laxminarayan s/o- Ghisa is a dalit and resident of Dabrela village. They are living in the village since 35 years. They earn their living by brick making but the non dalit in the village are not happy about it because the dalit are not serving them. On 23.07.2011 Bhiru Singh s/o Narayan Singh Rajput along with the people from Gujjar community came to the dalit community and abused them in the name of caste and destroyed the kachha house of the dalits while announcing you dalits we will throw you out of the village. They burnt down a huge amount of wood, took away some money and silver Jewelry from the women. When the resident of the village Nanda Jat s/o Hansraj Jat objected to it, they even broke down Nanda’s house. Many houses were damaged by the accused, and dalit people had to suffer for 10-15 days in the rain without roof on their houses. On 27.07.11, the dalit community went to district police station and Sarbada police station to complain about the incident but no action was taken place. So the victim registered the complaint through court.

Atrocity against dalits in Godda

    Victim Mahendra Ram s/o- Lakhan Ram, has been a provided a no.37/1930. He is the owner of the land since last 40 years. On the day of the incident 20-25 members of the accused group to the land with different weapon and agriculture machinery and tried to forcefully occupy the land. When the victim objected to it, so they abused him in the name of the caste and beaten him.

    1.       Everyone has the right of life, liberty and security of person [Art. 3 UDHR and Art. 5(b) CERD].
    2.       General recommendation 19 of CEDAW relates to gender-based violence and recommends amongst other things that states should take all legal and other measures that are necessary to provide effective protection of women against gender-based violence including effective legal measures (including penal sanctions), preventive measures (including public information and education programs) and protective measures.

Brutal attack in Old Asanur

  • Summary:: Basavaraj(38) belonged to the Cholahar tribal community and residing in old Aasanoor road, Sathyamangalam block, Erode district. On 15.07.2011 as he was walking to Gopikaarar’s garden, he was stopped by Kumar, Sasi, Murugan all belonging to the Lingaayathaar community, and asked for cigarettes. Basavaraj gave them 2 cigarettes. They retained 1 and returned the other. Later they beat Basavaraj asking him how he can keep a cigarette for himself and not give the youth from the upper caste. They also took Rs.11,000 from him.Rs.6000 was given by Basavaraj’s employer to buy medicines and Rs.5000 was his personal money. Raji and the village headman Chithappa prevented further harassment. A complaint was filed in the Aasanoor Police station and one police came for investigation and took Kumar to the police station. Basavaraj went for medical treatment to the Government hospital, Sathyamangalam. The police got a declaration from him from the hospital and filed a case.
