Kuppan (65) belongs to Dalit community, resides at Raman Thottam, Vinoba Nagar, Vadukkapatti village, Arachalur Via, Erode Taluk of Erode District in Tamil Nadu. Since 1979 11 1/2 Acars of land was given to him and his three borthers Chinna raman, Periya Raman, Gurunathan and Kuppan through Boomi thana Eyakkam. His land was enchorached by Caste Hindu Mr.Subburaya Gounder and his son Palanisamy gounder. On 22.05.2015 Palanisamy gounder tied his cows in Kuppan agricultural land for raring. Meanwhile Nachammal wife of Kuppan was opposed to tied cow in her land. Meanwhile Palanisamy cutted her leg and hand, at the same time her relative Rathanal came to stop the atrocities her also cutted. Kuppan also assaulted by Palanisamy. They were admitted in government hospital. Arachalur police filed case against caste Hindu by SC/ST PoA Act. Follwoed that Accused arrested by Police. 

On dated 07.08.2014 at about 11.30 am, A 6 year old dalit baby attempted to rape in a standing vehicle by the side of  the victim\'s house. the accused removed the dress of the baby, raped her. One 8 year old Prabhudat Sethi is the eye witness of the incident. Prabhudat is the cosin  brother of  the victim. The victim disclosed the matter to her mother Satyabhama Sethi and Satyabhama also shared it to his husband Somarendra Sethi. By the by the matter the matter came to the ligh in the same day. The 15 years old accused Badal Sethi belongs to the same community. The village intelectuals intervened into the matter and called the village meeting. The villagers made guilty to both the families and financial penality imposed against them. But, the accused family didn\'t accepted the decision. Later, another regional meeting called by the victim\'s family and the intellectuals made guilty to the accused and financial punishment penalised against him. But, the accused family didn\'t accepted it. Then after, the villagers called another meeting in the same day evening and Rs. 50, 000/- penalized against the victim\'s family. The victim\'s family unable to bear the punishment. On dated 12.02.15, the mother of the victim Satyabhama Sethi lodged a complaint  in Tirtol P.S. in this regard.  The village gentries reacted and a  Social boycut imposed against the victim\'s family on the same day and it is continuing for till the date. The complaint is regd under IPC, 3 SC/ST PA Act and POSCO Act but, not single accused persons arrested till date.

The incident is of Govt. Ambedkar Residential High School, District East Champaran Police Station Sugauli where children belonging to SC/ST Community study. On 21-09-2014, Boys Hostel Superintendent Mr. Naval Kishor Pathak tried to sexually abuse Mr. Akhilesh Kumar 16 years S/o Mr. Banaras Baitha resident of village – Lohargawan, Post office – kesariya, Dist- East champaran (Bihar). On 22-09-2014 the incident has been reported to the School Principal Mr. Hari Shankar Tiwari, but no action was taken by him. Incident was then reported to the concern district officials and on the following day District Welfare officer visited the school and called a meeting of all school staff and children. During the meeting the accused Mr. Naval Kishor accepted his mistake and apologized for the incident which was supported by the DWO and School Principal but others including children were not convinced by the same and claimed to register an FIR against the accused for that heinous offence. Despite reporting incident to district officials, the medical test and other action was delayed for two days and accused is still not arrested.
