Ratna Kamble, Vijay Kamble, Mahadeo Kamble, Sunita Kamble, Sachin Kamble, Sanjay Kamble, Seema Kamble, Dipak Landage, Surekha Landge All r/o Aangangaon Bari Road, Post-Badner, Dist-Amrvati, belong to Mahar (SC) caste. On 01/11/2007, a group of drunken men belonging to Muslim community entered the Dalit basti, molested girls, attempted to rape them and set the house on fire on failure.

A case was registered against the accused persons in Badnera police station on 01/11/2007, No. 198/07, u/s 348, 342, 436, 34 IPC & 3 (1)(x)(xi), 3(2)(iv) of SC/ST (PoA) Act. but the provisions of SC/ST (PoA) Act. is not invoked in FIR. Medical examination for victim was not done. One of the accused escaped from the arrest and is still not arrested. Charge sheet in the case is filed. Case is under trial. Compensation of Rs. 25,000/- was given to the victim on 8/11/2007. 

Ms.Kavitha W/o Mr.Manoharan belongs to Arunthathiyar community, reside at Kilangundal village, Dharapuram Taluk in Erode District.  She applied for the community, Income and Nativity certificates in the Village Administrative office. But the Village Administrative Officer Mr.Thandapani belongs to Kongu Vellalar caste had been denied to give them above certificates for a long time even though the documents and proof are very correct. Mr. Kavitha and her husband Mr. Manoharan went to V.A.O office may times to get the certificates. On 30^th October 2007, Ms. Kavitha and her husband went to VAO office to get the community, Income and Nativity certificate which were needed to attend the interview conducted by the Tamil Nadu government for the post of cook in the Anganvadi School.

But Mr.Thandapani, V.A.O has certified on the income certificate that their annual income is Rs.54,000/-. The amount he mentioned was including the income which earned by Ms. Saroja mother of Mr.Manoharan, working in the Integrated Child Development Scheme (ICDS), she is a widow and living separately. Since Ms. Saroja resideing separately, Mr.Manoharan and his wife Ms.Kavitha were requested him to not include Ms.Saroja’s income in their certificate and also they hve pleaded him that they are coolie laborers and their earning is not enough to look after the family and educate their children. On the same day 30.10.2007 Mr.Thandapani V.A.O given the above mentioned certificates to his close relative named Ms.Jayamani who is residing in pudhur, certified that there is no one being a government employee in her family and she is an abandoned by her husband. But this was not true because she came to V.A.O office along with her husband even though the V.A.O was given the certificates to her. All these witnessed by Ms.Kavitha and her husband so they were questioned this with the V.A.O so the V.A.O got angry with them and pluked her school certificate original, others and torn them. He derogatory referred their caste name and used filthy languages then he ordered them to get out from the office.

Mr.Kavitha and her husband were approached the village assistant named Mr.Chinnadurai belongs to the upper caste. The V.A.O and the village assistant were demanded Rs.500 but Ms. Kavitha told that we are poor and we unable to pay the money. Then the V.A.O told them that “You should pay money unless I won’t give any certificates” following that Ms.Kavitha and her husband went to the R.D.O office Tharapuram, and lodged the complaint with the PA to the R.D.O then they went to the Moolanur police station and gave the complaint under the SC/ST act But the police not filed F.I.R for three days and the pressure came from the Dalit movements they filed the F.I.R under the I.P.C sections not in the SC/ST POA act. In these circumstances the V.A.O and the Villages assistant who are humilating the victim Ms.Kavitha and her Husband by stating that you can’t do any thing against to us? Better you withdraw the complaint and pay Rs.500 then we will the certificates, said by the V.A.O and the village assistant.

Due to the denial of getting certificates Ms.Kavitha a Dalit woman was unable to appear the interview held on 01.11.2007.  This case was closed by District Vigilance Committee in the name of Mistake of fact. 

Late. Bommi W/o Paramasivam belongs to Scheduled Caste community reside t Pallapattu, Mayilam Union, Tindivanam Taluk in Villupuram District. She was admitted at the primary health center (PHC), Mayilam for delivery. On 19.10.2007 morning around 7’o’ clock she gave birth to a male baby, it was normal delivery. She was discharged from the hospital on the same day around 10.30 am. Since this is the sixth child to her. Her husband Paramasivam told to doctor to do family planning operation to his wife. They have instructed him to come on 25.10.2007 morning for the operation.

As per the doctors’ instruction they were went to Mayilam PHC on 25.10.2007 morning around 9’o’ clock. She was admitted along with new born baby. The doctors have done the family planning operation to her around 10.30am. Doctors asked them to get treatment for one week in the hospital as in-patient.  On 29.10.2007 early morning which was the third day after family planning operation she cried due to the severe stomach pain. Therefore her husband paramasivam brought nurse. While she came bommi did not cry. She did not even see what happened to her. Within a few minutes the nurse came with the doctor. They were checked bommi. After a few minutes test, they told that she was died. Since doctor, nurse and compunder have taken her died body into Ambulance and also taken her husband forcibly into the ambulance. The compounder and the driver rushed the ambulance and left out the dead body and went. They decided to do the burial ceremony on the same day evening. Hence he lodge a complaint in Mayilam police station.

The village Hirapur is 7 to 8 Km. away from Taluka place Dhansura. Hirapur village is called a village of Darbar, where no other community is residing. The people of the village are economicaly well to do.

On 26-10-2007 victim of this case Dakshaben who is studing in 2^nd Standard was playing at her home, her father Ranjitbhai who is working in a printing press at Dhansura was on service. The accused came to the house of the victim and took her, there after he rapped her and ran away. The girl came home crying and she was bleeding. When her mother asked her she inform the incident. There after the family of the victim informed to the Mukhi of the village and then the Mukhi called the police and after registring the FIR under section 376 of IPC, The police arrasted the accused.
