Case in Brief
D Nagalakshmi, aged 22 years, resident of Bapujinagar and Balaji, aged 23 years are acquainted with each other since 7 years. This gradually developed into love. He promised that he would marry her and developed physical intimacy with her. Consequently she conceived and informed the same to him. Initially he said that he would marry her but later he refused to marry her in the 4th month of conception. She complained in the police station. With the intervention of DSS, police traced out the accused and took him into custody. Family of the accused tried to compromise by offering money to the victim. DSS stood by her and strongly demanded that the accused should marry her. Counseling was arranged with parents from both the sides, DSS and police. Balaji agreed to marry Nagalakshmi in front of everyone. While arrangements were being made for marriage, he again absconded. Finally with the pressure of DSS, police traced out him and both got married.
Case in Brief
Doolla Ratnam, aged 45 years, W/o Doolla Chandraiah, Srungavriksham, Gollapeta, Tondangi mandal, East Godavari District, BC Golla by caste is ward member in Gollapeta. Koruprolu Sridevi is the sarpanch of Gollapeta, Tondangi mandal, East Godavari district. Though Sridevi is the sarpanch, Yelisetti Satyanarayana, S/o Yelisetti Kondal Rao, aged 60 years, Sringavriksham, Tondangi mandal, OC Kapu by caste controls over the panchayat functioning.
Since Doolla Ratnam was an intelligent and honest ward member, Yelisetti Satyanarayana could not bear this and he abused her by saying “Yemite Lanja” (What Bitch) in Grama Sabha when she questioned his presence there. Raged by this Doolla Ratnam got angry and slapped him by holding his collar.
Yelisetti Satyanarayana developed grudge on her and was looking for an opportunity. Once she ensured that Aakula Srinu, the dealer of PDS was caught red handed for illegally transporting the goods. Due to this grudge, both Satyanarayana and Srinu burnt 80 bags of paddy in the field of Doolla Ratnam. She lodged a complaint with the police, but in vain.
On 14th July 2007 Doolla Ratnam was sleeping in her house along with her grand son, one Thopati Achiyamma, a relative of her neighbour came to watch TV and fell asleep in the same room. Both Satyanarayana and Srinu along with two others entered the house at around 2.00 a.m of 14.07.07 and strangulated Doolla Ratnam to death. Then they poured kerosene on Ratnam and her grand son and burnt them. As the kerosene split on Thopati Achiyamma, she was also burnt. Ratnam’s grand son died in the Government hospital, Tuni. Achiyamma is in the Government Hospital, Kakinada under going treatment, she has around 50% of burns.
DSS Intervention:
Later with the pressure from DSS, the accused was arrested and latter released on bail.
Sudhakar belongs to Dalit community, He was studying Bsc zoology third year in Hindu college at Tirunelveli. On 11th July 2007 Sudhagar and other dalit students were standing in front college office to know about scholarship details. While they standing, Chandran (Caste hindu student) came on the way and he said that “ dalit Sirikipulla” has to go away and give me the way and he pushed Sundhar, he field down. Sudhagar asked why you pulled me, then other caste hindu students were brutally attacked sudhakar and other dalits students who were standing that place and they derogary referred by caste name and abused by filthy words and they kicked by legs sudhakar . Because of this attack dalit student Asaikumar head was injured.
Dalit students were informed to Paramasivam (Deputy Chachalar) of Hindu college. He said that don’t inform to police station and give first Aid treatment those who were injured within the campus. He was appointed seven men committee to investigate this issue. Among the seven members only one member was dalit person remaining of other were belongs to caste hindu community. They were suspended 6 dalit students for 43 days and some dalit students send out from college and transfer certificates were given to those students. But few caste hindu students only suspended to 36 days. That committee did not taken any further action against caste hindu students.
Case in Brief
Chappidi Kusuma Kumari, aged 38 years, SC-C by caste was working as ANM in Dhavaleshwaram. Valluri Vijay Kumar, aged 42 years, OC Brahmin by caste, is practicing privately as DHMSNM doctor in the same village. He gradually developed acquaintance and proposed that he would marry her. She refused saying that she is divorced and has a girl child. He convinced her and they got married in a Hindu temple in the year 1996. She gave birth to a boy and named him Sai. He is now 7 years old. After a period of time, Vijay Kumar secretly married another woman of his caste. It was very late by the time Kusuma Kumari has come to know about his second marriage. Since then, Vijay Kumar started abusing Kusuma Kumari in the name of caste and harassed her. Her father passed away and her mother is sick. She is presently not working and above that Vijay Kumar is seldom visiting her and giving her Rs.100 or Rs.200 for living.
DSS Intervention:
On 06/07/2007 Bhanwarlal Gujjar (35) a resident of Bilia village, Fulia Kalan (PS), Bhilware (Dist.) murdered a Dalit youth named as Banna Bairwa of the same village. The Gujjar’s of the village were divided in two opponents and Dalits of the village always became the victims of their rivalry.
In fact the murder of a dalit youth is substantiated with the continued trend. Banna Bairwa was working under Bhanwar Gujjar as his tractor driver 2-3 yrs ago. The reason for leaving the job of a tractor driver is stated that the perpetrator had allegedly accused Banna Bairwa for having borrowed Rs. 2, 000,00 from him. Fearing Bhanwarlal Gujjar, the victim went to Jaipur for work . Sometimes he used to come to the village to see his wife and his three children.
On 5/06/07, while Banna Bairwa and his wife were coming back their home, Bhanwar Gujjar from behind, on his tractor, stopped them at a gunpoint nearby his field. He took Rashali Devi w/o Banna Bairwa to a far off place, raped her and left them threatening of their lives if they disclose the incident to the villagers.
The perpetrator nexus with the SHO Karan Singh Khagarot at Fulia Police Station refused to register the case rather chased her out the police station accusing and scolding her of telling lies. Finally she went to Sahapura Court and with the court’s intervention the case was registered on 27/06/07, but no police officer came for the investigation. In the meantime many a times Bhanwar Gujjar was forcing Banna Bairwa to withdraw the case.
On 6.7.2007 Dwarka Prasad,- One of the villagers, was on his way back to home after visiting a Ration Dealer on his Motorbike from Saransh, offered lift to Banna Bairwa and Banna Gujjar .Meantime, the accused - Bhanwar Gujjar accompanied with three of his friends followed them on a motorbike. Bhanwar Gujjar took a pistol and shot at the three. In the process Banna Bairwa was shot dead. Whereas Dwarka Prasad was seriously injured in the incident and now he is under the treatment. The police informed the wife of the dead that Banna Bairwa was murdered and asked her to get the dead body at 11 pm. On 7.7.2007 the police has registered the case.
On 8/07/07 while Rasali Devi was sleeping at her in-laws house she heard the sound that somebody was knocking at the door so her brother-in-law complaint to the Sarpanch who came along with the village people and waited for a while and went back. Till today Rasali Devi is under threat since the police have not arrested Bhanwar Gujjar.
Charge sheet in the case has been filed on 11/10/07. Compensation of Rs. 1,50, 000/- paid to the victim as per SC/ST (PoA) RULES1995. One of the accused belonging to dalit is arrested and languishing in jail, two other accused absconded. Trial of the Case is pending disposal. Investigation conducted by DSP Kailash Singh Sandhu.
