Atapaka Social Welfare Hostel has a total of 110 students and contains 12 rooms. Some rooms does not have bolts. The hostel has 10 toilets which are located away from the rooms. The compound wall is not too high enough. On the day of incident i.e. on 7th August 2009 at midnight an unidentified person entered into one of the room. As he stepped over one of the girl, she woke up and shouted. The remaining girls also woke up and shouted. The unidentified person ran away. Having received the information the police have reached the hostel and searched for the person. Having come to know DSS intervened into the incident. DSS ensured that the height of the wall raised and glass pieces on the top of the wall, bolts for all the doors and a watch man appointed.
Chettypudur and Thandakkaranpalayam villages are in Sevur Union, Avinashi Taluk, Tiruppur District. This villages are prone to recurrent atrocities against Dalits. Untouchability practice and caste discrimination are boastfully practiced by the caste hindu Kounder community against the dalits. Most of the Dalits are work as labours in agricultural filed belongs to Kounders. Caste based atrocities are commissioned very often against the dalits. Chennippan and other Kounders fearlessly unleash atrocities against the dalits.

K. Palanisamy, resident of Chettypudur, belongs to Dalit Arunthathiyar community. He is working as a loom operator in a Loom belongs to Devaraj located in Sevur. On 05/08/09, he went to Sevur to meet Devaraj about the strike announced by the Loom Owners Union. Around 08.30, on his way back to home, he stopped at a Tasmac shop and had alcohol. While buying the drinks, Chennippan and his associates noticed that Palanisamy was having more money on his pocket. Hence the Chenniappan and his associated plotted to usurp the money. Nearby Thandakaranpalayam village, Chenniappan, Kumar, Shandaana Moorthy, Vijay kumar, Prakash, Gurusamy, Murugaesh and Suppan, all belongs to dominant caste hindu Kounder community and residents of Thandakkaranpalayam, asked Palanisamy to stop his vehicle. Palanisamy stopped the vehicle with hesitation. Then the mob brutally assaulted him accusing him for not stopping the vehicle immediately. They tied him hands behind and beaten him with wooden logs and coconut tree branches. They snatched Rs. 3000 from him and also his mobile phone. They confined him for nearly 3 hours and brutally assaulted him. On hearing the assault, Thangamani w/o Palanisamy and Palanisamy’s father Kuppan came to his rescue, but the mob have not spared them. Kuppan was also assaulted and Thangamani was manhandled by the mob. They pulled her jacket and sexually harassed her. The mob removed the clothes of Palanisamy and held him half naked. On hearing the assault, the dalits around the village gathered and preyed the mob to leave them. But the mob having no fear for law persistently assaulted Palanisamy, they forced one Jothimani belongs to kounder community to lodge a false complaint against Palainisamy for sexual harassment. They forcefully got a signature from Kuppan on a blank paper and threaten to kill them if they report about this atrocity to the police. Then they mob called up local newspapers and made false accusations on Palanisamy for sexual harassment. Palanisamy who sustained grievous injury was taken to the Avinashipalayam government hospital with the help of A.C. Kumar and Radhamani.

The Avinashipalayam Government Hospital has not provided medical treatment to Palanisamy. Sevur Police Department refused to entertain the complaint given by the victim. Local politicians threatened him not to file a complaint with the police station. After the intervention of the A.C. Kumar a case was filed against the perpetrators and Palanisamy was sent to Coimbatore Government Hospital.

Seven perpetrators were arrested in this regard. Interim compensation of Rs. 6250 was provided to the victim. Later this was closed after acquitting all the perpertrators. Â
Chikkam Jyothi (19) a tribal girl of Metlapalem village, Addategala mandal, East Godavari District is the D/o Ganganna Dora. She lost her parents during her childhood and was brought up by her grandmother. She has a brother and sister. Jyothi came to Rajahmundry in search of a job and joined in Miss India Dress material shop on 1st of August. GUVB Raju (38), OC by caste and an advocate at Rajahmundry used to come to the shop regularly and lured her on the pretext of a good job. He took her to his house gave sedation and raped her. On the next day he took her to Gokavaram in his car, gave sedation on the way, raped her and took nude photos of her. Since then he started exploiting her by showing the photos. Later he gave photos to his friend K. Bhaskara Ramam (35) OC by caste and asked him to sexually enjoy Laxmi. Bhaskar Raman took Laxmi in his car on 8th August to Vishakhapatnam and raped her. Raju said to Laxmi that this is common to the tribal woman and they need to go with someone or the other. They threatened her to attack with acid or else sent her to some brothel house if she reveals the matter. As she started to rebuke Raju gave a blank cheque. Latter Jyothi lodged a complaint in Rajahmundry III Town PS on 10th September with the support of DSS.
A case has been registered bearing FIR No. 273/09 U/s 376, 506 r/w 34 of IPC and 3(1) (xii) of SC/ST (PoA) Act.
A. Aelaimuthu (64), resident of Vathrayantheethu village, Chidambaram Taluk, Cuddalore District, belongs to Dalit Paraiyar community. He is the Priest(pujaari) in the Veeraanaar Temple. Vanniyars in this village practices untouchability and discrimination. Atrocities against Dalits are also commissioned at regular interval. Patchaivaaliamman Temple in this village is completely controlled by Vanniyars. Dalits were prohibited to enter the temple. Every year walking on glowing coal ceremony is organized in this village and the Dalits were not allowed to participate in the ceremony. On 31/0709, during the walking on glowing coal ceremony, one 12 year boy slipped and about to fell in the fire. Aelaimuthu, rescued him by getting inside the glowing coal. On seeing a dalit walking inside the glowing coal, the intolerant K. Manimaran, belongs to dominant caste hindu Vanniyar community, slapped Aelaimuthu and verbally abused him referring derogatory regarding caste name, saying “ you son of sakkili prostitute, how dare you walk on the glowing coal. Soon Manimaran was joined by K. Thillai, N. Selvarasu, P. Bharathi, and T. Anbazahan, all belongs to dominant caste hindu Vanniyar community. All the perpetrators brutally assaulted him. Even a police man who came for the security also assaulted him. On 01/08/09, he filed a case with the Maruthur Police Station. Then he was admitted in the Chidambaram Government Hospital. The perpetrators instigated some Dalits to file a forgery case against Aelaimutu. No action were taken against the perpetrators regarding this atrocity.
Pudusuripalayam village is in Nambiyur Union, Gopichettipalayam Taluk, Erode District. Dominant caste hindu Nadars are in majority in this village and the Dalits in the village and nearyby villages are subject to untouchability practice, caste based discrimination and atrocities. Ayyan Temple in Pudusuripalayam was under the control of Nadars since time immemorial. Dalits of Pudusuripalayam village are prohibited to enter the temple. They can pray standing 100 meters away from the temple. Only the Nadars and the caste hindus can enter the temple. In 2007 this temple was brought under the administration of Tamil Nadu Religious Endowments Department. Even after bringing this temple under the jurisdiction of TN Government, the temple entry denial and untouchability practice persisted. Since all the administrative members of the temple administration, happened to be caste hindus, they never tried to redress this untouchability practice. Inorder to redress this untouchability practice and discrimination, V.T. Rangasamy, belongs to VCK party made arrangements for temple entry festival and on 14/07/09, he filed a petition with the Nambiyur Police station, for the provision of security to avoid any untoward attack on Dalits. Hence District Administration, DSP, RDO. Revenue Inspector organized a peace meeting by calling Dalits and Caste Hindus. As the outcome of the peace meeting, 31/07/09 was scheduled for the day of temple entry. But on 31/07/09, when the Dalits gathered to enter the temple, Nadars mustered the support of other caste hindus in opposition to the dalits temple entry event. Around 4000 caste hindus from different community of caste hindus gathered together with deadly weapons like, woodenlogs, iron rods, cycle chains and prepared to assault the dalits.
On seeing the situation, District Administration, RDO, Tahsildar and DSP convened a meeting with dalit leaders and asked them to give 10 more days to sort out the problem. As the Dalits agreed to the demand and they are on the way to their respective places. But the caste hindu mobs blocked the vehicles at multiple junctures and brutally assaulted the dalits. Eventhough Dalits tried to escape the assault by driving in different routes, caste hindus chased them and assaulted them. RDO filed a complaint regarding this and arrested Arumugamanickam, A. Baranitharan, Srinivasan, Selvan K. Murugan and 14 other dominant Caste Hindu perpetrators. On the complaint given by the Dalit victim Kovaikumanan, police have not taken any action. V.T. Rangasamy, Kovaikumanan, Thangavel, Ambedkar, Kuppuraj, Swaminathan, Ramesh, Gopi, Thambirasan, Kittrivalavan, Gopirajan and Vinayahamoorthy sustained severe injury and were admitted in the Coimbatore Government Hospital. Arumugamanickam, A. Baranitharan, Srinivasan, Selvan K. Murugan and 15 other were arrested regarding this atrocity.
Later this atrocity case was CANCELLED by the DISTRICT VIGILANCE AND MONITROING COMMITTEE as MISTAKE OF FACTS.
