Mob Brutal Assault on Dalit Students

    Vallanadu region of Srivaikundam Taluk, Thoothukudi District is prone to caste conflicts between Dalit Pallan community and dominant caste hindu Devar community. During December 2013, Free food was delivered at Kalilasanathar Temple, Murappanadu. At this event, Dalits youths were verbally abused and assaulted by Devar community youths. Again during pongal festival, Kabaadi competition was organized in Alwaarkulam near Srivaikundam. As the youths of Murappanadu devar community youths ridiculed and abused the Dalits of Keelputhaneri village, Dalits assaulted the caste hindu youths.

     

    M. Dharmaraj (17), resident of Keelputhaneri village, belongs to dalit pallan community, was on his way to the school (located in Thirunelveli) in the Government bus. S. Prabakaran, resident of Paraikulam village, belongs to Dalit pallan community, pursuing Ist year B.A. in MTT College (located in Trinelveli) was also travelling in the same bus. As the bus was reaching Uthamapandiakulam Busstop, around 15 youths belongs to dominant caste hindu Devar community, who came in a mini van with deadly weapons, obstructed the bus by standing on the road with all of them holding hands together. They get inside the bus and asked the pallan community people of Keelputhaneri village to standup. Then they caught hold Dharmaraj and Prabakaran, and pulled them outside the bus. The bus moved off. Then the mob brutally assaulted the two students with deadly weapons. They kicked at their sex organs inflicting severe pain. Dharmaraj after sustaining severe injury managed to escape. The mob after brutally assaulting Prabakaran, on seeing the arrival of  a Government bus escaped from the place of incident.

     

    After reaching their homes, they reported the brutal assault inflicated by the caste hindu mob. Both were hospitalized at the Paalai Government Hospital for medical treatment. Dalits of  Murappanadu, staged a protest and road blockade seeking arrest and legal action against the perpetrators. As the police department promised to take action regarding this atrocity, the villagers of th victim dispersed.

Rape on a Dalit woman parli

    The victim is a member of Vankar community and she belongs to schedule caste category. She is a student of first year B.Com of Nathiba Commerce College. She stays with her parents. She was raped by seven to eight accused persons. She had complainant agaisnt the accused and police registered FIR 376(1)(g) 342, 506(2) and 114 of IPC and under section 3(1)(12), 3(2)(5) Of SC/ST Act.

     

    She had made application for the appointment of special public prosecutor in the case to get justice. She had given the name of the lady advocate from Ahmedabad to persue her case. The advocate was appointed in the case of Patan gang rape.

Denial of Customary Rights and Mass Atrocity

    Rajiv Gandhi (27) S/o Sivaperumal, resident of Deviyanathal village, Thirunavalur Union, Ulundupet Taluk, Villupuram district, belongs to Dalit Paraiyar community. Perumal Kovil street is the only way for the dalits to reach their homes. On 15/01/2010, Naidus of the Deviyananthal village were celebrating Pongal festival on the Perumal Kovil Street disrupting the regular traffic. They used to celebrate Pongal festival at Mandakarai. Rajiv Gandhi bought a new TATA AC car and he planned to conduct Puja for that at Aanjanayer temple. On 15/01/2010, while he was driving his new car through the Perumal Kovil Street, caste hindu Naidus, stopped him and warned him not to come by this way. After conducting the puja for his newly bought car, he came by the same way thinking that the Naidus might have completed their pongal festival. Kannan and Kuppusamy, belongs to Naidu community stopped his car and assaulted him. On his return to his house, Rajiv Gandhi reported this to his father. Hence His father Sivaperumal,and brothers Karthikeyan, Daivasihamani, enquired with Kannan and Kuppusamy about this attack. Intolerant and infuriated Naidus, who could not digest the assertion of Dalits, brutally assaulted them. Then Naidus started throwing stones at them. On seeing this atrocity Dalits came to their rescue. Around 50 Naidu community people started throwing stones at the gathered Dalits. Dalits retaliated by throwing stones at Naidus. Due to this scuffle, 15 dalits have sustained severe injury and were hospitalized.

     

    Following this atrocity, Dalits were denied to access shops and flour mills owned by Kuppusamy Naidu. Dalits were objected to tie their cattles on the road side. A peace meeting was convened and both the Naidus and Dalits reached a compromise. No case was filed regarding this atrocity.

    Melmaanadu village is in Meiganapuram, Sathankulam Taluk, Thoothukudi District. Melmanadu is home to 30 Dalit Paraiyar families. Maanadu, adjacent village to Melmaanadu, is home to nearly 200 Devar community families, 40 Aasari families and 40 Nadar community families. Melmaanadu village was deprived of all basic facilities. Almost all the benefits of government schemes and policies are usurped by the dominant caste hindus of Maanadu village. Hence Melmaanadu village is deprived of  proper drinking water facilities, road facilities, bus stand. Water tank construction scheme, Bus stop construction and other benefits were diverted to Maanadu village. On 14/01/2010, Thangaraj, Muthuselvan, Paethchidurai and Anand, saw a digital banner kept by one Chelladuraipandian of Maanadu village seeking donation for the construction of Mutt for the shelter of devotees. On seeing the banner, Thangaraj thrown a stone at the banner, saying, ‘having usurped all the benefits, now they want to build the Mutt”. But the stone have not damaged the banner.

     

    On 15/01/2010, Chelladuaripandian came to the village and asked for the culprits. As he came to knew that Thangaraj, Muthuselvan, Paethchidurai and Anand did this, he asked them to pay homage to god as punishement. Soon Under Prabhu, Pattu, Madasamy, and Kumaran around 70 caste hindu devar community mob entered Melmaanadu village and asked for Thangaraj, Muthuselvan, Paethchidurai and Anand. They beaten the all the dalits with lathis, aftering assaulting Muthuselvan, Paethchidurai and Anand. They found Thangaraj hiding inside his uncle Thirumeni’s house. They broke open the door and brutally assaulted Thangaraj with big lathis. Thirumeni who came to the rescue of Thangaraj was also attacked by the mob. The mob snatched away the gold ring worth 1 pound, Nokia cell phone and 1.5 pound gold chain. He sustained severe injury in his head, and on his back. The mob vandalized the house of Thirumaeni by destroying his fan, Television and chair. Thangaraj was hospitalized for medical treatment.

     

    The police refused to register the complaint given by the victims. The Meiganapuram police is found to be negligent and bias in favour of dominant caste hindu Devar communities. District Magistrate failed to visit the place of mass atrocity. The victims were not provided any monetary compensation for their losses.

Mob Attack and Attempt Murder

  • Summary::

    Arcot village is in Thirukovilur taluk, Villupuram. In this village, caste hindu families are in majority. In the past Dalits were working as daily wage labourers and used to be employed to remove carcasses and to beat drums. As the economic and educational status have improved, now are not doing the inhuman works. Dominant caste hindus were apprehensive about the growth and assertion of the Dalits. On 15/01/2010, during pongal festival, Jallikattu was organized in Mandakarai. Hence Dalit youths have painted their bulls with the colours resembling the flag color of Viduthalai Chiruthaihal Katchi, they flown ballons with the same color combination on the horns of the bulls and wore dresses of the same color. One Udayar community person who could not tolerate this burst the balloons. He again burst the balloons and referred derogatory regarding caste name. Hence Ilayaraja objected this. leading to a heated verbal scuffle between dalits youths and Udaiyar youths. Inspector Chandrasekaran separated and pacified them.

     

    Again after 20 minutes, 10 Udaiyar youths started the conflict and started attacking the dalits. Soon other 10 Udaiyar youths joined the perpetrators with deadly weapons. They verbally abused them referring derogatory regarding caste name. As the Dalit youths were outnumbered, they are brutally assaulted and they started running to escape the onslaught. Illayaraja  was beaten on his head with a iron rod. Illayaraja sustained severe injury on his head. When 108 Ambulance tried to board the injured victims, the caste hindu Udaiyars stopped the ambulance and asked to go back. Illayaraja was rushed to the hospital by a private car. Considering his serious condition he was shifted from the Villupuram Government Hospital to the JIPMER Hospital in Pondicherry.

     

    A case was filed against the perpetrators and 4 got arrested. The Udaiyars filed a counter case and two Dalits were arrested in this regard. Police was negligent to arrest all the 15 accused perpetrators.
