यह घटना जिला ऊना की तहसील हरोली के गांव कांगड़ की है. यह गांव ऊना मुख्यालय से 12  कि०मी० की दुरी पर है. राज्य हिमाचल में जातिय व्यवस्था पर आधारित छुआछूत की घटनाएं थमने का नाम नहीं ले रही है भारत को आज़ाद हुए 70 वर्ष के करीब हो गए है पर ऐसी घटिया मानसिकता रखने वाले लोग आज भी समाज में मौजूद है. घटना सिथित इस गांव में पंझडा (डॉम) SC जाति के 10 घर,  चमार जाति के 60 घर, राजपूत जाति के 4 घर, सन्यार जाति के 50 घर, ब्राहमण जाति के 2 घर, बाती (OBC) 350, तरखान जाति के 70 है इस गांव में 2 प्राइमरी व एक +2 तक हाई स्कुल है इस गांव में डिस्पेंसरी भी है व् पानी की भी कोई समस्या नहीं है.

इसी गांव में दलित पंझडा (डॉम) SC जाति में से महा सिंह स्पुत्र शुंका राम रहता है जिसकी उम्र लगभग 64 साल की है. इसके तीन बच्चे है दो बेटीयाँ और एक बेटा. बड़ा बेटा व बेटी की शादी कर दी है और छोटी बेटी अभी पड़ रही है. महा सिंह थोड़ी बहुत मजदूरी व् खेती बाड़ी करता है. महा सिंह व उसके दो भाइयों को सन 1976 में सरकार की तरफ से कुल 10 कनाल भूमि मिली है जो की महा सिंह के घर से लगभग 4 कि०मी० की दुरी पर सँवा नदी के अन्दर आती है जिसमे बरसात के दिनों में पानी भर आता है और पानी के साथ साथ उस ज़मीन पर रेत (बालू) भी पड़ जाता है. महा सिंह अपने हिस्से की लगभग 3 कनाल की जमीन पर धान की फसल ही लगा पाता था और उस पर आलू की फसल भी उगाई जा सकती है.

                  दिनाक 18/02/2020 को महा सिंह को पता चला की गांव के लंबरदार गुरदियाल सिंह स्पुत्र साधू सिंह जाति राजपूत ने उसकी ज़मीन में से JCB मशीन के साथ रेत उठा कर बेच दिया है और ज़मीन में बड़े बड़े खठे खोद दिए है. गुरदियाल सिंह के पास लगभग 900 कनाल के करीब भूमि अपनी है और उसने रेत बेचने की अपनी ज़मीन की लीज भी बना रखी है. पर फिर भी उसने महा सिंह की ज़मीन से जबरन रेत उठा कर बेच डाला और महा सिंह को पूछा तक नहीं जब महा सिंह ने इसका विरोध किया तो गुरदियाल सिंह ने उसे जाति तौर पर प्रताड़ित किया और कहा की तू मेरे सामने कुछ भी नहीं है तेरी कोई ओकात कुछ भी नहीं है और कहा की थोड़े बहुत पैसे ले और अपनी जुबान बंद कर ले. इसके इलावा गुरदियाल सिंह ने जबरन सरकारी भूमि जो उसकी ज़मीन के साथ है का भी रेत बेच दिया और सरकारी भूमि पर आलू की फसल लगा दी है जिसकी पटवारी व तहसीलदार द्वारा रिपोर्ट तलब हुई है पर गुरदियाल सिंह का लंबरदार व जमींदार होने कारण उस पर विभाग की तरफ से कोई कार्यवाही ना हुई है. और महा सिंह को गुरदियाल सिंह व उसके कामगारों की तरफ से धमकियां मिल रही है. महा सिंह ने अपनी शिकायत पुलिस विभाग में करी है पर पुलिस ने मामूली से धारा में FIR दर्ज कर कोई कार्यवाही ना की है.

Ethanemilli village is located 32 kms from Gingee block of villupuram district. It has about 1200 families belonged to the vanniyar caste ( most backward castes) and 200 families from the scheduled castes.
The Dalit youths in this village planned to celebrate Dr. Thol. Thirumavalavan\'s (presently the member of parliament) in their village and posted banners and wall posters in their village. The vanniyar youths torn the banners and posters fixed for his birthday. This led to a mass caste atrocity among the Dalit and Vanniyar youths. the Dalit peoples didnt received any provision and they socially boycotted by vanniyar community.  A peace meeting was headed by the Thasildar and it was calmed down.  A case was registered at Gingee PS with the Cr.No:586/2019, U/s:147,120B,153A,504,505(1)(s) –IPC, 4(1), 6 – Protection of Civil Rights Act – 1955,  r/w:3(1)(s), 3(1)(u), 3(1)(za)(E), 3(1)(zc) – SC/ST Amendment Act-2015.

Dalit Elumai residing at Mariyammal Kovil st, Ethanemili Villge, Gingee Tk, The enemies all belong to Vanniyar Community, Kuppam Kulakkarai Street. Elumalai Southern District Secretary of the VCK party. He had a dispute with the enemy\'s family on the 8th of February. The first four enemies tried to attack Elumalai when he went into the water at 11.00 pm. He have lodged a complaint at the Kilpennathur police station on the 9th. At about 9.30 pm, the relative of the enemy, Chingaravelu, had called him twice and had a dispute in his street. When Elumalai went in his two-wheeler, near the temple of Karunkali Kuppam, he immediately put the stone across the road and the enemies were sitting down. The police were standing at the back. As he approached and parked the car, the enemies sitting down got up and attacked the mob. Immediately, the enemies poured Petrol on him. Elumali screamed for help, the people who ran from the side came across and could not put on him.  A case was registered at Kilpennathur PS with the crime number number 23/2020, 147, 148, 341, 307 IPC, r/w 3(1)(r) 3(2)(va) Sc/ST PoA Act 

Dalit man named Sakthivel (26 years) is a resident of Karai village was working in petrol bunk.  On 11.2.2020 he went for his work and completed his night shift too and had called his sister by 10 am by 12th morning. He had told her that he need his identity proofs for the checking in the petrol bunk.
Meanwhile around 12:30 pm on the same day he had come to elder sister Deivanai\'s home and took lunch and went for his work.  On his way he had stomach ache and got down near the dominant caste fields for  open defecation. This led to the gathering of caste Hindus and subsequently brutally murdering him. A case was registered at Sulur PS with the crime number number 13/2020, 147, 148, 294(b), IPC, r/w 3(1)(v) Sc/ST PoA Act 1989.
