    In Villupuram District, Tindivanm municipalay 3rd ward is considered as a reserved portion nearly 2000 dalit families are living in this area. This portin was belongs to Mr.Duraisamy (Teacher) after he sold this to portion to Mr. Aravind of real Agency in Pondicherry. Te coverage of the area is only 2 acre  and 2 cent. Though this way only Dalit using to go to school, college, sops and hospital.  In this situation Mr.Baskaran @Venkateswaran Panchayat leader of suthaukeanni in Pondicherry bough this land and build wall around his portion. He also named as Abdul Kalam street and fixed a name board. He inviteded 4th ward member (non-dalit0 to inaugurate this function.

     

    Basically this portion was bought from a dalit person. But now they are speaking law to cross the area for various purpose. This wall closed the four sieds of the streets and it looked like a separate area. From 3rd ward only they got water and current supply all these are impossible because of the wall. On 30th they conducted town meeting in theat meeting Dalits complaint about this wall which indirectly signifies untouchability.

Mass attack on Dalit community for constructing of compound for religious place- Nerana village

  • Summary:: Deshraj (36) s/o Dulku Ram, Vimila Devi (30) w/o Harvansh lal, Rakesh Kumar (26) s/o Yamnu Ram, Sudarshan Kumar (14) s/o Late Punu Ram, Vidha Devi(60) w/o Yamunu Ram, Vatte Devi (70) w/o Dalku Ram, Urmila Devi (43) w/o Charan Dass, Sandhiya Devi (35) w/o Karm Chand, Sudesh Kumari (38) w/o Amar Singh, Asha Rani(28) w/o Tara Rani, Maya Devi(35) W/o Deshraj residents of Nerana village within the Kangra District of U.P. belonging to the Schedule Caste (Chamar) Community were beaten by Non- Dalits on 14-05-2008. On 24-04-07 in the congress Revenue Ministry, the demands of the Dalit Community accepted and the foundation of compound wall for The “Shri Guru Ravidass Samudayak Bhavan” was laid on government land in the village. Along with this, 10 lakhs were also sanctioned. On 1-09-07 the PWD started construction on plot no.585. During the course of construction it was found that plot no. 585 allotted for the Bhavan was much too less and so the PWD sanctioned plot no.588 and they laid the foundation over there. On 14-05-08 the Dalit community collected at the construction site to help out with its construction, when the perpetrators (Swarup Singh, Shindhi, Beena Devi, Pushpa, Manju Devi, Amrti Devi, Nagin Chand, Chhotu, Bantoo, Balwant Pathaniya and others rajputs) dominant caste rajputs arrived and asked them to stop construction as the building would block the pathway to the fields. The victims responded that the land had been given to them by the government and suggested that the perpetrators could use an alternate route to their fields that is existing. Hearing this, the perpetrators got angry and began to beat the Dalits with sticks and stones which caused a large number of Dalits being injured. On 14-05-08 an F.I.R. was filed u/s 147,148, 149,323, 506 of the I.P.C. and sec. 3 (1) (x) of SC/ST (PoA) Act, 1989. So far, none of the perpetrators have been arrested. 6 of them have been granted anticipatory bail. The Charge Sheet has not been filed and No compensation has been paid to the victims. 6 perpetrators got anticipatory bail. No compensation paid to the victims. Charge sheet not filed. Petition was given to the DM for compensation. Petition is filed to the court to file Charge sheet.

Attempt to Rape of Dalit Woman Ramgarh

    Village Sunheda is located 65 Kilometers from the District head quarter Alwar and 30 kilometers from Tehsil Ramgarh. Jagriti is married to Mamman Jatav of village Sunheda. She has been living there since after her marriage. Their financial condition is very pitiable. They had been living in small huts made in their fields. On 11th May 2009 early in the morning Jagriti was going to jungle to freshen up. On the way, accused namely Dinu and Kasim clutched her; pushed her over the ground and stripped off her clothes with an intention to rape her. Jagriti started shouting. Listening to the cries of Jagriti, her husband Mamman, sister in-laws Sheela, Lalita, Dholi, brother in law Balbeer and other villagers came running. When they saw all the people coming towards them, Dinu and Kasim left her there and ran away and threatened Jagriti that she will have to pay for all and abused her in the name of caste.

     

    Again on the same day, around at 10:00 am the perpetrators Dinu and Kasim with three tractors full of other men, all equipped with weapons came to Jagriti’s home. Then Dinu and Kasim let their houses on fire by burning the thatch. When the ladies of the house protested and tried to put off the fire, Kasim, Dinu, Ibrahim, Yusuf and others started beating them with sticks. Dinu held Jagriti’s hands and Kasim, Ibrahim and Yusuf brutally beat Jagriti on her thighs, hips and mouth. They beaten up her so much that blood started oozing out of her mouth and her lip got a severe cut and she lost her consciousness. The perpetrators smashed their house with tractor and took away all their jewelry (Gold necklaces & tops, silver anklets). All the clothes, 40-45 maund wheat grains and Rs. 50,000 which were lying at home were also burnt. Jagriti’s family members were injured very badly; her husband lost his hearing capacity.  After ruining everything, the perpetrators warned them not to report the case otherwise they will have to pay more than that and went away.  All the villagers saw the whole incident but not even a single person dared to come forward. All of them kept watching all that happened.

    Jagriti and her family didn’t give up and decided to lodge an FIR against the perpetrators and went to the police station. But the SHO of Ramgarh police station denied registering their FIR due to pressure of the perpetrators. Thus they went to the Superintendent of Police, Alwar to register the case. With intervention of SP, the case was registered against the perpetrators and the victims were sent for medical examination.

     

    Police initially did not support the victims and denied to register their FIR as they were influenced by the perpetrators. But then due to the intervention of SP, the FIR was recorded and sent the victims for medical examination. The superintendent of Police ordered to arrest the culprits as soon as possible. If the culprits are not found, then their family members should be arrested.  However, the police was able to arrest only one accused and rest were not caught. Police, while registering the case for severe offense of setting house on fire, considered the section 436 IPC but left the section 3(2)(iii) of SC/ST Act, 1989 unconsidered. Soon after registering the FIR, it is the duty of District Collector to grant monetary relief to the victim. Administration granted 50,000 rupees to Jagriti as a compensation under the rule 12 (4) of SC/ST Act, 1989 and provided 6,200/- to each of the victim who were injured due to beatings by the accused.

     

    The superintendent of Police ordered to arrest the culprits as soon as possible. If the culprits are not found, then their family members should be arrested. He assured the victims to help them in any case. D.S.P. who was the C.O. at the incident site, assured to grant justice, help and security to the victims. Sarpanch of the village also assured to help them in every possible way and try to provide them rehabilitation by means of any governmental plan. He said that the culprits should not be pardoned.

     

    Medical examination was done and the reports were submitted to the court.The challan was submitted to the court. Now the case is under trial. The accused with their families were involved in the misdeed. Accused Kasim and Dinu attempted to rape Jagriti in which they failed. So to take revenge, their sons, Ibrahim, Yusuf, Imran and others accompanied them to blaze Jagriti’s huts. They also threatened the victims not to complaint against them otherwise they will be killed. Jagriti and her family are now left with nothing. Their financial situation was already pitiable and to add on it, the accused burnt their belongings and everything they had. They were so beaten up by the culprits that Jagriti got stitches on her lips and her husband lost his hearing ability. Now they are on roads and are fighting for their rights through this case which is under trial. The case is under trial.

Dalit youths Brutally Attacked

    Sockanachiarapuram Village was located under Meelaneethinallu union, Thirunelveli district. In this village maximum people are Konnars who belongs to Yathavar Community. Overall there were 600 yathavar families, 15 Arunthathiyar families, 15 Vannar families and 4 Parayara families people were living in this village. This village village comes under Thadiyaupatti Panchayat, Devarkulam police jurisdiction.

     

    In Sokanachipuram, some of the dalit villagers namely Mr.Petchimuthu S/o Ayyappan, Mr.Murugan S/o Thalikaan, Mr.Kaliraj S/o Thirupathy, Mr. Kathiresan S/o Muthuveeran all are belonged to Dalit Arunthathaiyar community. The following five persons were working as a dalit labour in near by the village. On 06.05.2008 around 8.30 they were returning from the work thrugh two motor cycles that time unfortunately one snake crossed the road suddenly they put sudden break and loss their balance and fell down n the road. Mr.Petchimuthu was severely wounded in the elbow bence they decided to undertake medical treatment for that they don’t have money. After that they all went by motorcycle through the Caste Hindu street that time they were catched by Velusamy konnar. He derogatory referred by their caste name and abused in filthy words “Elai Sakiliya Punda Magainagala” to stop the motorcycle. How dare you are entering into our street with motorcycle. He again remarked that “Asthi ketta sakiliya payalugalukku vandi ooru keada”. Immediately he ordered to his cousin to attack the dalit persons. MrMauthayan @Kunjappan attacked all the persons through iron rod that time Mr.petchimuthu intervened to stop the attack but he was badly wounded in the left hand and referred by caste name “You Annavi” move from this lace first “if you don’t detached from this lace I will kill all of you”.

    Thereafter the victim did not have money so they reached the nearby hospital for first Aid treatment. The next by around 10.00 am Mr.Petchaimuthu admitted as an inward patient in Tirunelveli Government hospital. On 07.05.2008 Mr.Murugan gave a complaint in Devakulam police station that time police inspector who was tin charge compromised Murugan to withdraw the compliant as well as to go smoothly in this matter. Then police inspector visited petchimuthu who was admitted in Tirunelveli government hospital and got statement from him. After that Devarkulam police filed the case under SC/ST of PoA act under 391)(x) Cr.No.33/08 Sec 341, 294(b), 323 of IPC.

Four Dalits siblings beaten by the landlord for belonging to Scheduled Caste, Mukherjee Nagar

  • Summary:: Kumari Manorama, Kanaka Lata, Chandra Bhushan and Vijay Bahadur, are students who were living on the third floor of No.165 Mukherjee Nagar, New Delhi. Kanaklata is doing her M. Phil. from Delhi University, while Manorama is a teacher and Chandra Bhushan is studying MCA from Amity University. Apparently, the victims have been living as tenants of landlord Om Prakash Grover for more than a year. Mr. Grover found out from some sources that the siblings belong to Scheduled Caste (Chamar) Community. Accordingly the landlord began asking them to vacate the house. The entire family started harassing them and stopped water supply too. On 3rd May 2008 night one of the sisters, Kanaklata, went downstairs to fill water from the Tap. Meantime the landlord Om Prakash Grover, his wife, their son and daughter in-law beat up with slippers, punched and abused her in caste lines. When the victims called their brother Vijay Bahadur, who stays nearby in a separate accommodation, and a friend, they too were allegedly thrashed by the landlord and his family. After the police were called to the spot, victims were taken to the Mukherjee Nagar police station. The police forced them to stay overnight in the Mukherjee Nagar police station without any women constable. The perpetrators have filed a counter false case of molesting against the victims Chandra Bhushan and Vijay Bahadur u/s 354, 323, 341, 34 IPC and the S.H.O did not entertain their complaint rather harassed them to compromise the case. Now, the victims are being harassed and pressurized by the police officials to make compromise with their landlord and denying register case.
