Caste-based persecution on Bijay Kumar Mallik of Gokana, Mahanga, Cuttak, Odisha

    Bijay Mallik is a resident of Gokan village under Mahanga Block, Cuttack. He was constructing his house. One Gurcharan Rana, a mason, was engaged in the construction work. On 04-04-2023, Bijay was going to drop Sri Rana at his residence riding his motorcycle in the evening, As the duo reached Erakana Chhak, they saw some people had gathered on the Chhak due to an accident that happened some time back. Bijay didn’t want to get detained and requested people to let him go by giving side. One Jagan had kept his bike on the middle of the road which blocked the passage. As Bijay blew the horn for side, Jagan came out of the crowd and assaulted Bijay with a very hard slap. Bijay fell down from the bike; after getting up he asked Jagan why he slapped him. By this Jagan became more aggressive and he abused him with slangs aspersing his caste. He further forced him to take his bike away from the black top road to the side and threatened to make his situation worse if he reported the incident to the police. Bijay and Gurucharan left the spot without any words. After dropping Gurucharan, when Bijay was about to start for his home, Jagan reached there and attempted to assault Bijay again. Bijay in got panicked and ran inside Rana’s house. Frightened, Bijay called Kartik Chandra Mallick and Sanjay Kumar Mallick over the phone to rescue him, Jagan, on seeing these men, rushed back and attacked them with an iron rod. After the incident took place, Bijaya filed a complaint in Badreswara police station, and now the investigation is going on.

Brutal attack on Abhinna Mallik of Uchhapada, PS: Tangi, Dist:Cuttack

    Uchhapada village is located about 5 km east of Tangi police station. About 20 Pana families live in this village, among them, the victim Abhinna Mallik is a poor elderly homeless person. For 15 years, he cleared the forest on a government land and cultivated paddy there, a year ago his only son, who was mentally deranged, was taken to the Cuttack Hospital for treatment as his condition worsened. Taking advantage of that opportunity, two persons of General caste of Poparada village, Hada Swain and Muralidhar Swain, cultivated the place in Abhinna Mallik's absence. After returning to the village, Abhinna Mallik, when came to know about all these incidents, questioned the accused in this regard they answered that they had cultivated the land as the land was uncultivated. The following year, when the accused returned to his place and started farming again, when Abhinna Mallik questioned them, they taunted him with foul language and racial slurs and assaulted him fatally, with injuring him severely. The incident happened on 18.08.2022 at around 12:00PM, by the time some of Abhinna's neighbours and relatives who were working in the nearby field rushed there to rescue him. When Abhinna was taken to the police station by his relatives with injuries, the police immediately sent him to the nearby health centre for treatment, later he was shifted to Cuttack Hospital as his health condition was very serious. Whether he was in a very critical condition, was discharged from the hospital within two days by doctors with having 25 stitches, which was a completely unexpected event. A case has been registered in this incident and one of the two accused has been arrested and prosecute, another accused has evaded arrest by falsely feigning ill health and Abhinna Mallik is under medical treatment.

Racial abuse and attack on Kalu Charana Behera of Ichhapur(Rengala), Delanga, Puri, Odisha

    Ichhapur is a nearby village of Rengal village, the resident of this village Kalucharan Behera is a poor man, on the night of the incident, he was sitting and chatting with his friend while returning from Rengal village after watching open theatre. At this time some unknown youth came and started abusing him in obscene language, and started beating him with it, Kalucharan hit him on the leg in response, seeing this Bulu Jena and four others came in a hurry and pushed him, hit him with a wooden stick, and abused using racial slurs in vulgar language, causing Kalucharan's head to crack and bleeding profusely, leaving him seriously injured. After that, Bulu Jena threatened to kill him and insulted him with various racial insults. There was supposed to be a discussion at the police station to resolve the matter, but as Bulu Jena did not appear at the police station on time, Kalucharan registered the case with little delay.

Mass Attack and House Burning of Jati Naik and others of Tarding village under Athagarh block of Cuttack, Odisha

    Taradinga is a revenue village of Taradinga Gram Panchayat of Athagarh Block. Nearly 500 upper caste families, 100 Dalit and other families live in the village. In old times one Sachidananda Rajguru was a landlord in the area who was called a King. He had large extent of land; it is said that he possessed certain extent of ceiling surplus land. The dalit sahi was near Hal plot no 978 belonging to Sri Rajguru. The dalits had either no land or very small size homestead land. With increase of family size, the dalit families needed more space for housing and kitchen garden. Around 100 years ago, it is said that Navi Naik, the grandfather of Jati Nayak, prayed Sri Rajguru to provide some land to the SC (Pana) families and he readily allowed the families to settle over his land; accordingly by the verbal deal, the SC families have been staying over the plot since then. By now nearly 10 SC families have physical possession of the land, part of plot no 978.


    Recently, the project of developing the school campus into 5T School model was sanctioned. Among other land this plot was proposed to be part of the new school campus. The dominant caste people showed a Deed by the legal heir of Sri Rajguru having pledged the land in favour of school. The dominant castes pressurised the local Tahasildar to evict the SC families. 2 months before, there was a process of demarcation of land and 5 SC families were served with notice for the same. After demarcation, the dalit families were asked to vacate the land. Some upper caste people of the village started forcing them to evict the place saying that the land belongs to the school; they threatened to demolish the houses with JCB machine. The dalits brought this to the notice of the Tahasildar, Sub Collector and the MLA. The dominant caste people also pressurized again and again to the Tahsildar to take the land away from the SC families and take up the development of the school, measure the area and fence it.


    On 16.06.2023, the upper caste people of the village organized a meeting by ringing bells and planned the follow up action. On the next day at about 9 am more than 50 people with weapons and lathis entered the SC Sahi. They abused and assaulted whoever came to the forefront and set fire to the houses. Some dalits had gone to meet the Tahasildar to inform about the village meeting by the upper castes. They were informed over phone about the mass attack and fire in the sahi. They said that to the Tahasildar and the Tahasildar informed the Fire Station and the Police. Although the fire brigade reached the village, the dominant caste people obstructed road to restrict their movement to reach the spot. The Police reached the spot and only after that the fire brigade team could act to extinguish fire. By then 5 rooms were burnt with the valuables, currency notes, furniture etc, including rice, gold jewellery, utensils and a bicycle, were completely burnt to ashes.


    FIR was registered basing on the complaint by Jati Nayak, but no arrest was made. Surprisingly the incident of obstruction to Fire Brigade, being a grave offence, has not been registered as FIR.
