Attempt to murder of Himanshu Behera of Baujanga Village, PS: Balichandrapur, Dist:Jajpur

    Himanshu Behera is a resident of Baujung village under Balichandrapur police station. He is a truck driver, and used to drive trucks of different private truck owners. He used to drive Sudarshan Panda’s vehicle, who is a resident of Dakihnasasan village. Sudarshan, the owner, was paying him half of his
    salary for a long time. There were arguments frequently between the two regarding the matter. Every time Himanshu talks about quitting his job over this half salary incident, Sudarshan abuses him with obscene language. After such an exchange of words, Himanshu left driving Sudarshan's truck and started driving a new owner's vehicle named Biswajit Samal, inhabitant of village: Mahipur, PS: Balichandrapur. Sudarshan got angry seeing new owner's truck delivering goods at the same place where his truck used to deliver by Himanshu. Suddenly on 04.08.2022 afternoon three accused persons namely, Sudarshan, Panchanan and Debasish, came on a bike, stopped the truck driven by Himanshu parked the bike in the front of the truck. They started shouting abusive language aspersing the caste name of Himanshu. They dragged him from the vehicle and brutally assaulted him with various weapons. They left Himanshu badly injured, bleeding and unconscious. Shortly after that Bishwajit Samal came and rescued him and took him to Dharamshala Hospital. From there the doctor sent him to Cuttack hospital and after staying there for 6-7 days he returned home and went to Dharamsala police station to lodge complaint. Initially the police did not register FIR as the accused were influential people. With great difficulty and much persuasion, his case was registered on 12.08.2022. As the accused belonged to the influential class, they asked for their case not to be register under SC/ST PoA act, but finally with the help of our efforts, this Act was invoked.

Custodial death of Iswar Sethi of Sindhupur, Mahanga, Cuttack

    Iswar Sethi, a 24 years old dalit youth was in love with a girl belonging to general caste for over 4
    years. In the recent past the girl distanced herself from the relationship. By this Iswar got angry and
    shared some of their intimate photographs in the social media. In this connection, the girl’s family
    lodged a complaint in Badachana PS which was registered as FIR. On 03.01.2023 early hours at
    about 2 A.M Badachana Police raided the house of Iswar and took him to custody. He was detained at
    Dhanamandal Police out post under the jurisdiction of Badachana PS. In the evening Iswar’s father was called by Mahanga PS and informed that Iswar is serious and taken to SCB Medical College, Cuttack. Later they were told that Iswar has died. Padan Sethi with other family members went to Cuttack and autopsy was conducted and the body was handed over to them. Padan Sethi lodged a complaint of custodial torture leading to death of Iswar. The Complaint was registered as Badachana PS Case No. 007 dated 05.01.2023 under sections 448,294,323,302,506,34 IPC and 3(1)(r)(s), (2)(v)(va) SC ST PoA Act.

Racial persecution and social boycott for inter-caste marriage on Bijuli Mallik of Naranpur, PS- Pattamundai, Kendrapada

    Naranpur is a hamlet village under Pattamundai PS of Kendrapara district. The villagers practice caste based customs although there are some instances of breaking the rigid system. In the year 2019 Saratdeb Lenka belonging to Khandayat caste and Bijuli Mallik belonging to Kandara Caste (which is a Scheduled Caste) developed love between them. Out of fear of resistance by the village leaders and family elders, Saratdeb fled to Hyderabad with Bijjuli. There a son was born to them. The villagers ostracised Saratdev’s family. After some days a solution was worked out. Sarat's uncle called the son and daughter-in-law to the village took them Jagannath temple Puri Mukti Mandap to get purified. After the purification process they were brought back home. The SC girl Bijuli and her husband were staying together. On 03.12.2022 the elder father in law of Bijuli, Bhagyadhara Lenka passed away. This raised the Caste issue again. The villagers did not come for the cremation of the body due to inter-Caste marriage by Saratdeb. They abused the entire Lenka family including Bijuli aspersing her Caste. They said not to get purified (Suddhi) as per the tradition of death of a person. They threatened and Social boycott has been imposed on the family, the village shop and rice mill do not provide service to the family of Sarat & Bijuli. Overwhelmed by all these incidents, Bijuli went to Pattamundai police station for protection and filed a complaint which is registered as F.I.R. Now it is a question whether the couple who entered into inter caste marriage shall exercise the rights under the law to live with dignity or the khap panchayat decision shall be imposed upon them.

Racial abuse, attack on a dalit disabled person Babu Behera of Sauria (Ghorodia), Delanga, PS: Delanga, Dist: Puri, Odisha

    Babu Behera of Sauria village is an oppressed disabled person. He was cultivating paddy with two other people as sharecroppers in this summer season. One day they came and saw that someone had dried up the water from their field by cracking their boundary wall. On inquiring about this, Bana kodmasingh abused Babu in various vulgar languages and used very harsh language about his caste. After that Dama kodmasingh then held Babu and Bana kodmasingh beat him severely and along with this, they threatened Babu in various ways and threatened to not allow him to harvest the crops from his land. They threatened to kill Babu. The other brothers of the Bana joined them and explaining to suppress the law threatened that if he report the matter to the police station, they threaten to burn his harvested crops and his home. After reporting the incident to the police and reporting it to the police station, the investigation is currently underway.

Caste-based persecution on Bijay Kumar Mallik of Gokana, Mahanga, Cuttak, Odisha

    Bijay Mallik is a resident of Gokan village under Mahanga Block, Cuttack. He was constructing his house. One Gurcharan Rana, a mason, was engaged in the construction work. On 04-04-2023, Bijay was going to drop Sri Rana at his residence riding his motorcycle in the evening, As the duo reached Erakana Chhak, they saw some people had gathered on the Chhak due to an accident that happened some time back. Bijay didn’t want to get detained and requested people to let him go by giving side. One Jagan had kept his bike on the middle of the road which blocked the passage. As Bijay blew the horn for side, Jagan came out of the crowd and assaulted Bijay with a very hard slap. Bijay fell down from the bike; after getting up he asked Jagan why he slapped him. By this Jagan became more aggressive and he abused him with slangs aspersing his caste. He further forced him to take his bike away from the black top road to the side and threatened to make his situation worse if he reported the incident to the police. Bijay and Gurucharan left the spot without any words. After dropping Gurucharan, when Bijay was about to start for his home, Jagan reached there and attempted to assault Bijay again. Bijay in got panicked and ran inside Rana’s house. Frightened, Bijay called Kartik Chandra Mallick and Sanjay Kumar Mallick over the phone to rescue him, Jagan, on seeing these men, rushed back and attacked them with an iron rod. After the incident took place, Bijaya filed a complaint in Badreswara police station, and now the investigation is going on.
